POSITION DESCRIPTION
Under the direction of the Department of Child Support Services (DCSS) Chief Information Officer, the California Child Support Automation System (CCSAS) Project Office Director has overall knowledge and responsibility to ensure integration of all the project parts necessary to achieve ongoing success for the (CCSAS).

The CCSAS Project Office Director exercises leadership authority over those responsible for the technical, system, and business aspects of the various projects necessary to sustain CCSAS long term, including related procurements, management of migration projects transferring infrastructure and resources from the existing vendors to state and / or new vendors, and leadership of statewide governance process.

CCSAS is an extremely critical, large, and highly complex information technology (IT) system that cost $2 billion and 10-years to develop and implement. It is a federally-required single, statewide system that supports the California child support program. With its numerous business rules, intricate financial requirements, legal forms generation, mandated processing timeframes and multiple interfaces, CCSAS is the most complex automated system ever built by the State of California. CCSAS is also the largest federally-funded child support system in the nation.

The CCSAS Project Office Director leads, manages, and oversees all efforts related to the ongoing operation and necessary changes to CCSAS including the ongoing development of policies and procedures that govern the use and operation of the system. This position requires the highest level of policy development, project management, communication, and collaborative skills and must have an understanding of the use of current technology to meet the most complex business and procurement requirements. The CCSAS Project Office Director takes direction from the DCSS Directorate on high priority system changes and collaborates with the DCSS executive team on system changes and system change priorities.

This position:

• Assesses current and emerging technologies, IT service delivery models (including shared services), and IT management best practices, and develops strategies, implementation, and migration plans aimed at both Department enterprise-wide and California Office of the State Chief Information Officer (OCIO)-level IT portfolios.

• Advances the achievement of the agency's mission by assisting senior management in recognizing where Information Technology (IT) can add value while transforming or supporting program operations. Serves as a technical strategic advisor on projects requiring high level strategy, alignment, technical vision, management evaluation and oversight. Provides expert, high-level technical advice and counsel to the DCSS Directorate, executives, stakeholders, and users on matters that affect or relate to current and existing IT functions and programs as well as plans or alternatives for new IT services and functions.

• Creates strategies for applying and optimizing technology initiatives in order to enhance efficiency and effectiveness of IT services, improve alignment of IT service delivery with agency objectives; and articulates business advantages of technology development initiatives.

• Plans, develops, and implements key new technology and enabling infrastructure development projects for systems and services, including requirements definition and analysis, design and architecture, development and test, prototyping, piloting and first-time production implementations. Coordinates the integration of resulting systems into the production environment, and necessary post-installation engineering migration support for the Department in collaboration with end users as appropriate.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. Leadership experience in working collaboratively with federal, state or local governments or political subdivisions, local community-based organizations, or public or private agencies in implementing and operating complex and large-scale programs or projects with substantial risk if not successful.

2. Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote team work, define and achieve success across multi-disciplinary stakeholder interests, and provide excellent customer service.

3. Experience in developing policy relative to large procurement and complex technology systems, analyzing highly complex problems, recommending effective courses of action, developing mechanisms for identifying, evaluating and mitigating issues and risks and measuring accountability.

4. Demonstrated knowledge of information technology projects, structured project management methodologies, and an understanding of the use of current technology to meet the most complex business and procurement requirements.

5. Administrative experience promoting, negotiating, and communicating sensitive internal and external issues with the Governor's Office, Legislature, high-level State, Federal and other local officials and departmental managers.

6. Demonstrated knowledge of federal and state procurement laws, technology program rules and regulations, state, federal and county fiscal management procedures, and the goals and objectives of the statewide program.

E) Customer Service Orientation - Understands the importance of customer service and ensures customers' expectations and needs are met and/or exceeded; represents the department in a professional and respectful manner; is attentive to importance of time and urgency of issues; and understands and is sensitive to political influences.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CCSAS Project Office Director, with the CHILD SUPPORT SERVICES, DEPARTMENT OF. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

THE EXAMINATION WILL CONSIST OF THE APPLICATION, RESUME AND STATEMENT OF QUALIFICATIONS (SOQ) WEIGHTED AT 100%.
