POSITION DESCRIPTION
The Commission on Peace Officer Standards and Training (POST) has one vacant Assistant Executive Director position. Under the general guidance of the Executive Director, the Assistant Executive Director has complete management oversight responsibility for the Field Services Division, which includes Basic Training, Standards, Evaluation & Research, and Training Delivery and Compliance. The incumbent has overall responsibility for Division programs and operational efficiency and effectiveness. The incumbent also holds shared responsibility with other Executive Staff for the overall management of the department.

MINIMUM QUALIFICATIONS
All applicants must possess the knowledge and abilities, and any other requirements, described in this bulletin.

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
In addition to the possession of the minimum qualifications as stated above, applicants will be screened based on their potential to meet the following desirable qualifications:

Specific knowledge of: 1) the provisions of applicable State and Federal laws, rules, and regulations related to peace officer standards and training; 2) Commission regulations regarding course control/certification, agency compliance, POST basic training programs, and peace officer selection standards and testing; 3) current issues and problems of the California law enforcement community; 4) contemporary law enforcement operational methods and procedures; 5) effective training principles and methods as applied to peace officer training; 6) the principles and practices of personnel management, supervision, and selection as applied to law enforcement; 7) the Commission on POST, its' mission, programs, and strategic objectives; 8) POST’s clients and its' relationships with them; and 9) client needs related to the programs.

Ability to: 1) connect client needs to POST’s mission and strategic objectives; 2) communicate with POST’s clients at all levels and to commit to appropriate actions; 3) recognize the connective relationships of POST’s programs and to assure that actions considered or taken are conveyed to all necessary parties; 4) develop complex regulatory language for Commission review and ultimate adoption into statutory law; and 5) enforce employee compliance with operational policies through cooperation, encouragement, and when appropriate, through disciplinary resources consistent with state policy.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Assistant Executive Director, Field Services Division, with the COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination will consist of an application and a Statement of Qualifications evaluation conducted by an executive screening committee. The minimum and desirable qualifications listed above will be used as the standard to screen the applications and Statements of Qualifications.

Therefore, it is to the candidate’s advantage to invest the time and effort to completely describe their knowledge, skills and abilities. The Statement of Qualifications will also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.
