POSITION DESCRIPTION
Under the administrative direction of the Deputy Director, Community Care Licensing Division (CCLD), the Assistant Deputy Director (ADD) assists the Deputy in the development community care licensing policy through work with external stakeholders on legislation and the formulation of regulations related to facility certification and enforcement. Assists in the implementation of program initiatives and all resultant organizational changes, and assumes lead responsibility budget policy and oversight over $115 million divisional budget. Oversees criminal record background clearance program, contracts, personnel transactions, facilities, facility audits and other administrative support functions.

Duties Include:

30% Strengthen and maintain external stakeholder relations for 23 different types of child and adult care facilities. The ADD serves as one of the key department contacts with the legislature and advocates in the development of legislation; develops and negotiates with outside stakeholders on major issues of licensing policy including both certification and enforcement, represents the Department with county health and welfare agencies in the development and implementation of new policy, and coordinates with each county to ensure the safe relocation of residents during the facility closures to ensure the safety of residents in unlicensed facilities. The ADD works collaboratively with current and new stakeholders, the general public and the legislature to strengthen relationships, promote transparency and provide opportunities for collaboration with advocate groups and County Welfare Departments; consults with advocates on regulatory development and the implementation of new program initiatives including, but not limited to, the Home Care Services Consumer Protection Act.

25% Oversee the development and implementation of policy and process standards across the CCLD's seven Branches and over the 1200 employees charged with enforcing them. Provides management oversight to ensure that policies are developed timely, capture legislative and administrative intent and to ensure that procedures and duties are effectively implemented; directs the formulation and issuance of regulations, and the implementation of all new program initiatives; administers organizational changes resulting from executive or legislative action affecting the mission and organization of the of the division.

25% Coordinates the activities of the Division to ensure uniformity, provides administrative and policy direction to the seven branches comprising the headquarters and field operations to ensure that processes support Division objectives, ensure follow up to the deputy and the directorate on all personnel matters, policy documents, management reports, and sensitive enforcement and media issues. Directs the CCL quality assurance program, and coordinates fiscal policy including the development and submission of budget change proposals and has responsibility over the $115 million dollar CCLD budget. Oversee the sensitive criminal record background clearance program, contracts, personnel transactions, facilities, facility audits and other administrative support functions.

15% Coordinates enforcement matters to ensure the Division is proactive with respect to high profile matters that require immediate attention and resolution. Represents the Department on highly sensitive matters or incidents such as the death or abuse of a child or elderly individual in a state licensed facility, facility closures etc.; works closely with the department legal staff and representatives of the Attorney General's Office on investigative and prosecutorial matters.

5% Represents the Director and the Deputy Director before the media, and public on licensing and enforcement issues. Other duties as required.

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Applications will be screened on the basis of knowledge, experience, and potential to meet the following desirable qualifications.

a. Proven ability to lead and manage a multi program organization. b. Demonstrated ability to envision new ideas and concepts and successfully implement them.

c. Experience with statewide policy level leadership for ever increasing regulatory responsibility and service expansion over critical and sensitive programs.

d. Management experience in overseeing a multimillion dollar budget.

e. Experience in building community relationships and increasing public knowledge and information access.

f. Demonstrated experience with creating and sustaining a culture of teamwork among organizational units that may not have operated that way historically.

g. Evidence of excellent judgment, interpersonal skills, political sensitivity and demonstrated commitment to diversity and cultural competency.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of ASSISTANT DEPUTY DIRECTOR, COMMUNITY CARE LICENSING DIVISION, with the DEPARTMENT OF SOCIAL SERVICES. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process will consist of a designated screening committee established to screen the application and two-page statement of qualifications. The minimum and desirable qualifications listed on this bulletin will be used to screen the application and two-page statement of qualifications. Therefore, it is critical that each applicant includes specific information on how his/her background, knowledge and abilities meet the minimum qualifications and desirable qualifications. Based on the screening committee's evaluation of the competitive group, examination interviews will be held in December 2015/January 2016. Candidates will be ranked competitively, and each candidate will be notified in writing of his/her examination results. Candidates in the top three ranks may be invited to a hiring interview.
