POSITION DESCRIPTION
Under the general direction of the Deputy Director, Vocational Rehabilitation Policy and Resources Division (VRPR), the Assistant Deputy Director, in a highly sensitive arena, has authority for the Collaborative and Community Resources Branch. The Assistant Deputy Director will advise and assist in the formulation, implementation, and evaluation of departmental programs, policies, and procedures and provides overall direction to the Branch. The incumbent is responsible for the following areas: Community Resources Development; Educational Cooperative Programs; Human Services Cooperative Programs: Social Security Program; and the implementation of the CaPROMISE grant. In addition, the Assistant Deputy Director will consult and collaborate with the Deputy Directors and Assistant Deputy Directors of the Vocational Rehabilitation Employment Division and the Specialized Services Division.

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
In addition to evaluating each candidate's relative ability, as demonstrated by the quality and breadth of experience, through submission of a statement of qualifications, the following factors and responses will be emphasized in competitively evaluating each candidate:

1. Demonstrated ability and experience to provide sound judgment and strong leadership in making daily decisions in setting priorities, meeting strategic plan goals and objectives in the operation of the VRPR Division and in support of the VR Program and DOR's mission.

2.Demonstrated ability and experience to effectively manage a multidisciplinary work team of professional and administrative staff, and oversee and provide guidance to staff that develop and implement policies. Years of experience with proven outcomes will be weighted higher.

3. Demonstrated ability to articulate skills in management, leadership, and motivation of staff. Ability to establish and maintain positive and productive working relationships with the DOR's executive team, as well as with other state agencies, counties, community providers, vendors, and stakeholders.

4. Demonstrated ability to effectively communicate orally and in writing, technical program issues representing the DOR on sensitive and controversial issues that impact the department and its stakeholders while maintaining a customer focus.

5. Demonstrated knowledge and experience in contract development and administration to include evaluation and compliance with the delivery of vocational rehabilitation services including receipt of third party match and ensuring compliance with state and federal funds to maximize use of federal dollars and increase services to individuals with significant disabilities.

6. Demonstrated ability to effectively manage relationships with community providers to ensure effective and efficient delivery of quality vocational rehabilitation services.

7. Demonstrated ability to manage efficient and effective delivery of services, to oversee compliance with program, state and federal regulations and to address program audit findings through corrective action plans.

8. Demonstrated knowledge of the Department's mission, goals, programs, and policies and familiarity with the specific issues surrounding the rights, opportunities, access and employment for persons with disabilities.

9. Demonstrated knowledge of the federal and state regulations that apply to and impact the work of the Department and the department's mission, goals, programs, and policies.

10. Demonstrated understanding and sensitivity of the issues around the employment of individuals with disabilities.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Assistant Deputy Director, Vocational Rehabilitation Policy and Resources , with the REHABILITATION, DEPARTMENT OF. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a review of the candidate’s Statement of Qualifications that describes education, training, experience, knowledge, skills, and abilities as they relate to the Desirable Qualifications identified in the bulletin, using predetermined evaluation criteria. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. Candidates who meet the "Minimum Qualifications" will have their Statement of Qualifications rated and successful candidates will be placed on an eligible list. The statement should be no more than two (2) pages in length and minimum font size 10. Resumes do not take the place of the "Statement of Qualifications. Applications received without the “Statement of Qualifications” will be rejected and candidates will be eliminated from this examination. Hiring interviews may be conducted for the most competitive candidates.
