POSITION DESCRIPTION
Plans and directs the department's budgeting and accounting activities, including managing cash flow, establishing accounting controls, monitoring and analyzing expenditures and reimbursements, and presenting expenditure projections to the Director. Plans and directs the department's business services activities, including providing support services in the areas of procurement, fleet administration, telecommunication, property and records management, and facilities management. Plans and directs the department's contracting activities, including responsibility for all contracts entered into between the CCC and local state and federal agencies, public interest groups and other entities of the public and private sector. Plans and directs the department's human resources and personnel management programs. These include the department's unique personnel services functions, health and safety, classification and pay, labor relations and negotiations, grievances, disciplinary actions, selection and examinations, employee assistance program, payroll and benefits, workers' compensation, drug and alcohol prevention, and workplace violence. Plans and directs the department's information systems activities, including providing support services for the department's personal computers and information processing systems, and ensuring that the CCC's automated reporting systems are maintained and updated. Carries out activities necessary to support the activities of the Division and the CCC's programs, including carrying out personnel, fiscal, and workload planning; developing legislative proposals, testifying before the Legislature, and representing the department in various forums with various entities. Plans for and directs the department's capital outlay program, including the monitoring and evaluation of existing facilities, and developing Budget Change Proposals for the acquisition/construction of new facilities. Plans for and directs the department's training programs, including ensuring the development and implementation of training that addresses the programmatic issues and the changing needs of the department's staff and corpsmember population.

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Knowledge of the State of California's budget, accounting, business services, human resources, and information systems functions. A bachelors or masters degree in business or public administration. Experience working with federal, state and local government entities and nonprofit organizations.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Administrative Services Division, with the CALIFORNIA CONSERVATION CORPS. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The CCC has established specific job-related screening criteria for application review. The CCC shall compare each candidate's qualifications for the position against the screening criteria and against the qualifications of all other candidates applying for the examination. Interviews may be conducted at the discretion of the appointing power. Each candidate shall be notified in writing of their examination results. The Statement of Qualifications must indicate your total years of experience (and civil service classification, if applicable) performing each of the activities identified in the evaluation criteria. Some of the factors that will be utilized in the evaluation are: Education (list degrees obtained and dates received); number of years of experience in budgets, accounting, business services, human resources and information technology; number of years experience managing other managers and supervisors and the daily operation of an organization; number of years involved with and the type of external contacts (Legislature, Legislative Analyst's Office, Governor's Office, Agency, Department of Finance, Department of General Services, California Department of Human Resources, State Personnel Board); experience making high level decisions on sensitive issues. For all factors, list the level, extent and nature of the experience. Familiarity with natural resource issues, programs and organizations, and youth/young adult issues, problems and programs.
