POSITION DESCRIPTION
The Deputy Director is the chief operating officer for the Office of the Patient Advocate. Responsibilities include acting for the Director/Patient Advocate, overseeing management of the operational aspects of the Office of the Patient Advocate, and assisting the Patient Advocate with decisions related to operational policies and procedures and program functions. The Deputy Director jointly attends meetings with legislative or advocacy groups on sensitive issues and represents the Office of the Patient Advocate at industry meetings and functions. This position reports directly to the Director/Patient Advocate.

Typical duties of the position include the following:

*Oversees the planning, development, and implementation of (1) the annual Health Care Quality Report Cards for health plans and medical groups; (2) Complaint Data Reporting Project and the corresponding annual report and legislative report with findings from the consumer complaint data from Covered California, Department of Health Care Services, Department of Insurance, and Department of Managed Health Care; (3) Complaint data analysis for the purpose of developing recommendations, in consultation with stakeholders, to improve or standardize health consumer assistance functions, referral process, and data collection/analysis; (4) Model protocols, in consultation with consumer assistance call centers and stakeholders, for responding to and referring calls that are outside the jurisdiction of the call center, program or regulator; and (5) Coordination with state agency and local, nongovernment health care consumer or patient assistance programs and health care ombudsperson programs.

*Plans, manages, and directs all operational activities of the Office of the Patient Advocate. Examines in depth, and revises as necessary, policies and procedures for administrative and programmatic functions of the office. Reviews program reports, methodology documents, legislative reports, and proposed regulations. Consults with the Director/Patient Advocate, and the executive management team of CHHS on behalf of the Patient Advocate, regarding the implementation of proposed or pending legislation, budget items, and other policy actions with potential impact on consumers. Oversees the management of the day-to-day operations of the Office of the Patient Advocate, including determining and assessing the Office's budgetary needs, managing the Office's budget and resource allocations. Appears on behalf of the Director/Patient Advocate in meetings with the appropriate Senate and Assembly policy and fiscal committees. Conducts new employee orientation and ongoing training/professional development. Oversee the development and maintenance of the Office of Patient Advocate website.

*Directly supervises the Office of the Patient Advocate staff.

*Represents the Office of the Patient Advocate in coordination efforts with other State, local, or federal government agencies as well as consumer advocacy, community non-profit, statewide industry organizations and the media in matters relating to the Office.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
A. Ability to effectively communicate the CHHS Agency's policies and initiatives both orally and in writing.

B. Knowledge of the organization, mission and statutory environment of the Office of the Patient Advocate.

C. Ability to work effectively and in partnership with CHHS departments and executive staff, the Governor's Office, the Department of Finance, California State Legislators and legislative staff, Legislative Analyst's Office, stakeholders and outside organizations, and the ability to effectively represent Agency's executive position, policy and perspectives, and successfully negotiate policy positions with these entities.

D. Demonstrated knowledge of both state and federal funding policies and procedures, including state budget proposals, both augmentation and reductions.

E. Demonstrated experience in program administration, policy development and problem resolution.

F. Demonstrated experience managing a system-wide program in State government, including planning, organizing, directing and evaluating program operations; and experience in strategic planning, policy development, leadership, and supervision.

G. Demonstrated experience with public reporting of quality, complaint and other performance data associated with the health care systems in California.

H. Knowledge of the underlying standards and principles of data collection, analysis, methodologies and reporting.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of DEPUTY DIRECTOR, OFFICE OF THE PATIENT ADVOCATE (OPA), with the CALIFORNIA HEALTH AND HUMAN SERVICES AGENCY. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process will consist of a designated screening committee established to screen the applications and a two-page statement of qualifications. The minimum qualifications and desirable qualifications listed above will be used to screen the application and two-page statement of qualifications. Therefore, it is critical that each applicant includes specific information on how his/her background, knowledge and abilities specifically meet the minimum qualifications and desirable qualifications. Based on the screening committee's evaluation of the competitive group, interviews may be conducted with the most qualified candidates. A qualifications appraisal panel will ask qualified applicants a number of predermined job-related questions. It is anticipated that examination interviews may be held in September/October 2014. Candidates will be ranked competitively, and each candidate shall be notified in writing of his/her examination results.
