POSITION DESCRIPTION

Under the general direction of the Deputy Director, Human Resources (HR), the Associate Director, Employee Health and Wellness (EHW) is responsible for developing policy and procedures, planning, directing, and coordinating a full range of human resources activities associated with the California Department of Corrections and Rehabilitation's (CDCR) employee health and wellness programs, such as the Office of Employee Wellness (OEW) which includes: the Return to Work Services (RTW) Section, the Staff Substance Abuse Program and Testing Section, and the Employee Wellness Section; and the Office of Employee Health (OEH). The incumbent serves as CDCR's health and safety officer, and is responsible for the formulation and implementation of policies and programs relating to health and wellness, staff substance abuse testing, and peer support, in addition to ensuring the programs operate in compliance with laws, rules, and policies of CDCR, and legislative and control agency mandates.

Duties include, but are not limited to:

• Establishing CDCR policies, procedures, and processes to manage OEW and OEH operations. Serving as CDCR's chief advisor on matters related to Medical Personnel Actions, which include: reasonable accommodation, light duty, fitness for duty evaluations, medical demotions, transfers, and terminations. In addition, this position is responsible for the development, implementation, operation, and monitoring of OEH, which is mandated by the California Department of Industrial Relations, Division of Occupational Safety and Health (Cal/OSHA) regulations, (California Code of Regulations, Title 8, Section 5199). Providing administrative direction over the policy development and consultative support in the area of RTW oversight and RTW Coordinator function for CDCR headquarters (including the Training Center) and Parole Headquarters; and collaborating with Legal Affairs, Civil Rights Operations, and the Office of Labor Relations to ensure a global approach to case management policy.

• Adopting and maintaining the statewide Aerosol Transmissible Disease (ATD) Program and plan, which includes the adoption and maintenance of individual ATD plans at each of the 35 state correctional facilities; oversight of all contact investigations conducted as a result of incidents of ATDs; and monitoring of the ATD program and the collection of data.

• Maintaining the oversight of the annual, onsite Tuberculosis (TB) screening for CDCR employees which utilizes the Environmental Health and Safety module within the Business Information System (BIS) to track data, develop reports, and develop data collection tools for ATDs and TB exposures and outcomes.

• Collaborating with the California Correctional Health Care Services (CCHCS) on issues that cross departmental lines, such as the development and implementation of occupational and public health policies and procedures that may impact CCHCS staff as well as CDCR.

• Advising the HR Deputy Director, and other management, on matters relating to, and remediation of, issues that have a fiscal or legal implication for CDCR and the State.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)

1. Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management.

2. Demonstrated techniques of organizing, motivating, and achieving buy-in from large groups.

3. Experience which demonstrates the ability to represent the Department and communicate effectively, both orally and in writing, with the Legislature, Governor’s Office, the executive leadership, institutional and program staff, and other state agencies.

4. Knowledge of health and wellness programs, which includes return-to-work services and substance abuse programs; providing consultative services to Departmental staff on the Department’s health and wellness program; interacting and negotiating on behalf of the Department with control agencies such as the California Department of Industrial Relations; and developing standardized health and wellness policies and procedures.

5. Experience demonstrating knowledge of principles and techniques of strategic planning, project management, and administrative problem solving.

Supervisory/administrative experience in a managerial capacity at least equivalent to a Staff Services Manager II; Correctional Administrator, Department of Corrections; Parole Administrator I, Adult Parole; Program Administrator, Correctional School; or Youth Authority Administrator, including the implementation and/or evaluation of program policies. Experience which shall have demonstrated the ability to communicate with legislators, local governmental jurisdictions, and community and civic leaders. Experience in the development and implementation of policies and procedures.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Associate Director, Employee Health and Wellness, Administrative Services Division, with the CORRECTIONS AND REHABILITATION, DEPARTMENT OF . Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a review by an executive screening committee of the candidates’ Statement of Qualifications that describes their experience, knowledge, and abilities as they relate to the desirable qualifications identified in the bulletin, using predetermined evaluation criteria.
