POSITION DESCRIPTION
Under administrative direction of the Deputy Director/Chief Information Officer (CIO), Enterprise Innovation Technology Services (EITS) Division, the Chief Technology Officer (CTO) will be responsible for ensuring that the Information Technology (IT) support needs of all departmental programs are met efficiently and effectively. The CTO will oversee IT services and operational functions of four branches, the Information Security Office, and multiple federated IT organizations within the Department of Health Care Services (Department/DHCS). The CTO will develop policies and implement technologies that will optimize the delivery of IT systems and services that are the foundation for the Department's delivery of health care for California.

The CTO will provide policy, operational and technical oversight of the Department's day-to-day IT operations, as well as direct the adoption of new technologies, plans and strategies to meet the Department's overall policy and direction. The CTO will develop operational policies in response to strategic business direction by assessing requirements set by executive staff and the CIO. The CTO will develop operational strategies and adopt appropriate technologies to meet the Department's functional requirements. The CTO will also represent the Department on State technology forums to assure DHCS complies with State policy and direction. The CTO will develop new policies and procedures in response to changing state technology policy and direction.

The CTO will make policy level decisions on which technologies to adopt and what DHCS standards will be when there are competing solutions for a given business case. The CTO will also oversee and review committee recommendations for exceptions to existing IT policy and standards. The CTO must carefully weigh the programmatic needs for alternative technologies versus the efficiency gained through standardized processes. The CTO's policy direction must be adaptable to the rapidly changing technology landscape. The CTO will advise the CIO and executive staff on the pros and cons of emerging technologies and examine their costs and benefits to the Department in terms of Return on Investments (ROI).

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
• Knowledge of IT application development methodologies necessary to implement large systems.

• Knowledge of the State's IT policies and procedures.

• Demonstrated knowledge of policies and operational activities that ensure the successful implementation of the Department's IT initiatives.

• Ability to monitor progress, scope, and costs of systems in development and maintenance.

• Ability to review production of all units and assign priorities and staff to meet changing requirements.

• Ability to participate in the departmental budgetary process and work with State and Federal control agencies to ensure resources are allocated to meet program needs.

• Working knowledge of human resources policies and practices.

• Knowledge and experience in IT project management.

• Familiarity with Project Management Body of Knowledge (PMBOK).

• Understanding of Institute of Electrical and Electronic Engineers (IEEE).

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief Technology Officer , with the DEPARTMENT OF HEALTH CARE SERVICES. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination process will consist of a Supplemental Application. Applicants are required to respond to the following five supplemental items. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to successfully perform at the CEA B level. Responses to the supplemental items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.

Each applicant for this examination must complete and submit his/her responses to all five supplemental items that follow. Supplemental responses and your application must be postmarked, personally delivered, or received via interoffice mail by the final filing date. SUPPLEMENTAL APPLICATION ITEMS:

4. Describe an experience that shows your ability to analyze complex infrastructure problems and recommend effective courses of action.

5. Describe your IT experience with budget development and fiscal accountability for an organization.
