POSITION DESCRIPTION

Under the general direction of the Director, Division of Administrative Services (DAS), the Deputy Director, Office of Business Services (OBS), as California Department of Corrections and Rehabilitation's (CDCR) Procurement and Contracts Officer (PCO), is responsible for planning, organizing, directing, and coordinating the operation of all business management, business operations, statewide procurement, and contract functions within CDCR. The Deputy Director provides statewide services in the areas of the development, implementation, and evaluation of policies affecting business management, business operations, procurement, and contracts. The Deputy Director also assists the Director, DAS, with special assignments.

Typical duties include responsibility for the following statewide functions with delegated approval authority with high consequence of error:

• Provides overall direction, administration, development, and implementation of policies and programs relating to CDCR's multi-million dollar procurement and contract programs, with an average annual expenditure of over one billion dollars, and business management and operations services, including statewide asset control and programmed minor and/or major equipment replacement, Business Information System (BIS)/System Application Processing (SAP) supply chain, and centralized vehicle asset management and procurement on a statewide basis.

• Reviews and approves/rejects, on behalf of CDCR's Secretary, all non-competitively bid contracts and purchase orders and internal contract and procurement signature delegations and sub-delegations.

• Serves as a subject matter expert during CDCR Administrative Review Committee (ARC) meetings; and serves as a subject matter expert for CDCR concerning contracts and procurement in the event policies and procedures related to ARC findings are challenged in court.

• Identifies high level statewide business services operational and BIS/SAP supply chain strategies, opportunities, and risks, including identifying system-wide problems and formulation of appropriate solutions.

• Ensures all administrative procedures for procurements are in conformance with all applicable statutes, CDCR policies, and control agencies' directives covering such assigned areas and serves with full authority to resolve the organizational and management problems within assigned areas of program development and administrative services.

• Provides executive level advice and consultation to the Director, DAS, as well as CDCR's Secretary's office regarding contracting, statewide procurement, and business management functions; serves as a member of the management staff, participating in and providing input to the decision-making process; serves as the Department's PCO on behalf of the Secretary; meets and confers with executive level managers and staff from various State agencies and appropriate consortiums and commissions from the private sector to resolve technical and procedural issues and/or negotiate settlements for contractual problems; and responds to and confers with management from departmental control agencies regarding complaints and problems.

• Assembles a management team to advise, consult, and make recommendations with regard to policy directives affecting the business services/management functions of the Department; and reviews the policies and procedures of the Contracts Management and Business Management branches to ensure compliance with all applicable laws, regulations, and statutes for contracts, procurement, and business management.

• Represents the Department before the Legislature and Executive Branches of government on policy and budgetary matters affecting CDCR's OBS programs.

MINIMUM QUALIFICATIONS

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)

(1) Experience demonstrating knowledge of the State Contracting Manual, Government Codes, Penal Codes, and Public Contract Codes as they relate to the overall direction, administration, development, compliance, and implementation of procurement and contracting on a statewide basis.

(2) Experience in the areas of planning, organizing, revising, directing, and assigning purchasing and contract projects using ethical decision making, prevention of fund misuse, and maintaining confidentiality to ensure effective performance of a Department’s statewide purchasing and contracting functions.

(3) Demonstrated sound executive and personnel management, leadership skills, flexibility, and practices for providing executive level advice, consultation, and decision-making to departmental management.

(4) Demonstrated experience in fiscal responsibility to maintain and oversee the coordination of audit findings into the overall development of a Department’s procurements and contracts to ensure adequate monitoring and control provisions exist in all contracts to protect the integrity of the Department and ensure its mission.

(5) Experience demonstrating the ability to represent the Department and communicate effectively, both orally and in writing, with the Legislature, Governor’s Office, the executive leadership, institutional and program staff, and other state agencies.

(6) Experience administering, reviewing, determining, and approving multifaceted high profile construction contracts and statewide bid strategies for contracting activities in areas such as: privatized service facilities and construction.

Supervisory/administrative experience in a managerial capacity at least equivalent to a Staff Services Manager III; Correctional Administrator, Department of Corrections; Deputy Regional Administrator; or Youth Authority Administrator, including the implementation and/or evaluation of program policies. Experience which shall have demonstrated the ability to communicate with legislators, local governmental jurisdictions, and community and civic leaders. Experience in the development and implementation of policies and procedures.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Deputy Director, Office of Business Services, Division of Administrative Services, with the CORRECTIONS AND REHABILITATION, DEPARTMENT OF . Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a review by an executive screening committee of the candidates’ Statement of Qualifications that describes their experience, knowledge, and abilities as they relate to the desirable qualifications identified in the bulletin using predetermined evaluation criteria.
