POSITION DESCRIPTION
The Regional Deputy Commissioner (RDC) has administrative and supervisory responsibility for a portfolio of licensees, which may include commercial and industrial banks and their holding companies, trust companies and departments, business and industrial development corporations and offices of foreign banks, assigned by the Deputy Commissioner (DC). Supervision includes participation in any administrative proceedings taken by the Department to enforce the laws related to the regulation of licensees, taking informal enforcement action and recommending formal enforcement action such as cease and desist orders, officer removal, scheduling special examinations, calling special Board of Director's meetings, etc. Answers the most complex or sensitive inquiries from licensees and their management. Supervises the preparation of examination reports and official documents and handles other important matters assigned by the DC. The RDC makes independent policy and procedural decisions with respect to those licensees under his/her supervision. Coordinates the development of responses to issues of direct concern to the Commissioner. Meets with proposed applicants to discuss filing requirements for the establishment of new financial institutions, entities or services including the supervision of application reviews in connection therewith. Recommends actions to be taken with respect to such applications and approves certain applications under delegated authority from the Commissioner.

The RDC has direct supervisory responsibility of FIMS who supervise, manage, and examine a portfolio of licenses. Ensures that FIMS and their assigned examination staff have adequate training and development.

Participates in the policy making decisions of the Banking Division and can be involved with any number of subjects or projects critical to the operations of the Department. As needed, meets with legislative staff to discuss proposed legislation. Resolves with the Commissioner and/Deputy Commissioner highly sensitive issues that may involve relations with the Governor's Office, other agencies and departments, the legislature, and the public.

Supervise the preparation of official documents; an answer inquires related to the work of the Department by interested person and organizations in the areas under his/her supervision. Responsible for the development of special studies of a sensitive nature. Performs other related duties as required.

The position will be filled in either Sacramento or San Francisco.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. Demonstrated knowledge and understanding of California and federal law, regulations, policies and programs including the Government Code, Financial Code and sections pertaining to the regulation of commercial and industrial banks and their holding companies, trust companies and departments, business and industrial development corporations, and offices of foreign banks.

2. Demonstrated knowledge of risk identification and mitigation for commercial and industrial banks and their holding companies, trust companies and departments, business and industrial development corporations, and offices of foreign banks and experience in examining and seeking enforcement action against financial institutions.

3. Demonstrated ability to facilitate continuous improvement, by use of performance metrics and measurement tools, and project management techniques to develop and implement changes in departmental processes.

4. Demonstrated ability to communicate effectively orally and in writing to individuals and groups, including the presentations of findings to licensees, Boards of Directors and/or executive staff, stakeholders, departmental executives and other governmental agencies.

5. Demonstrated ability to work collaboratively with the public, licensees, and within State and Federal legislative and executive branches.

6. Strong leadership skills and experience in change management, policy development, and program administration.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Regional Deputy Commissioner, Banks-Northern Region, with the BUSINESS OVERSIGHT, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The Statement of Qualifications will be used to evaluate your education and experience as it relates to the "Desirable Qualifications" listed below, and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.
