POSITION DESCRIPTION
DUTIES/RESPONSIBILITIES:

As a member of the Executive Team, the Deputy Director of the Technology Services Division (TSD) participates in program planning; policy formulation, evaluation and implementation; organizational change management coordination and control; and fiscal and personnel management. The Deputy is responsible for ensuring that state and local child support automated systems comply with federal and state statutory and regulatory requirements. In this capacity; the Deputy provides direction to and oversight of all areas of the Technology Services Division, including security of state and local systems, data and other information. The Deputy is expected to manage mission critical assignments that are high visibility, involving complex issues that may be confidential in nature, and direct the activities of upper level managers assigned to those projects. The Deputy is responsible for strategically managing and exploring innovative ways to ensure the child support system requirements stay flexible, agile, and responsive to new technologies and methods and to further advance the use of the statewide automated system and interfaces with child support partners. The position also serves as the department's Chief Information Officer and is responsible for ensuring compliance with all Agency and State Office of Chief Information Officer directives, policies and standards.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Professional/Technical Expertise -- Ability to effectively and efficiently manage, operate and maintain all aspects of a large, highly complex statewide automation system; including information security, system availability for users, information technology governance, operational recovery, feasibility studies; and data exchanges with federal, state, local and private partners. Manage IT projects using the CA Project Management Model. Continually demonstrate good judgment and possess a high level of integrity. Experience communicating with the Governor's Office, Legislature, Office of Technology Services, State Chief Information Officer, Office of Information Security and other high-level state, federal, local officials and leadership teams.

Leadership -- Experience developing others, assessing talent, handling conflict, motivating subordinates, and valuing diversity. Ability to attract and retain highly skilled and knowledgeable technical staff. Model exemplary behavior and the ability to negotiate solutions with co-workers and outside partners that are in the best interest of the child support program as a whole. Ability to create a positive work environment in which all staff are motivated to do their best. Ability to manage staff performance, establish standards, treat all employees in an objective and consistent manner, identify and promptly address poor performance, following steps of progressive discipline, when necessary.

Planning and Organizing -- Demonstrated ability to function as part of an executive team to plan, develop and implement department policies and priorities; conduct risk assessment, and develop mitigation strategies. Knowledge of strategic planning, including the role the local child support agencies play toward meeting Department goals and objectives. Track and monitor progress, evaluating and reporting results to the Executive Team and control agencies. Formulate and provide policy recommendations to the Executive Team regarding overall system projects and activities. Establish policies and procedures for a statewide automated system, including clear documentation of all processes.

Managing Change -- Understand the dynamics of organizational change; including focusing on the future needs of the program and where trends will lead. Provide training and program information exchange for staff to ensure an understanding and appreciation of the needs of the child support program areas.

Process Improvement -- Demonstrate a commitment to on-going enhancement of technology services and improvement of systems functionality. Encourage staff to continually look for ways to improve technology services and program efficiencies, with an emphasis on providing optimal customer service. Develop and continually improve work relationships with internal team members, federal and state contacts, public and private partners, and technology services networks.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of DEPUTY DIRECTOR, TECHNOLOGY SERVICES DIVISION, (Chief Information Officer), with the CHILD SUPPORT SERVICES, DEPARTMENT OF. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination will consist of an evaluation of competitors’ application, and Statement of Qualifications (SOQ), weighted 100%. The evaluation will be conducted by a Screening Committee. The Screening Committee will compare each applicant’s qualifications for the position against the specific job-related evaluation criteria developed from the minimum qualifications, desirable qualifications and demonstrated management ability. Based upon the screening committee’s evaluations, an eligible list will be established; only the most qualified candidates may be invited to a hiring interview. Your SOQ must include at least two examples of your ability to plan, organize, direct and oversee implementation of a major program.
