POSITION DESCRIPTION
The Deputy Director is a member of the OSI senior leadership team and provides executive direction to the Child and Adult Technology Support (CATS) Division. Under the general direction of the Directorate, {Chief Deputy Director (CEA, Level C) and the Director (Exempt)}, the Deputy Director performs the following duties and responsibilities:

  • In cooperation with federal, state, county and agencies, oversees all planning, development, implementation, maintenance and operation activities for the CATS Division. Provides executive leadership over the day-to-day operations of the CATS Division. Plans, organizes, and directs the work of professional state, consultant and vendor employees that work directly with the CATS Division. This includes the Maintenance and Operations of the legacy Child Welfare Services Case Management System (CWS/CMS), with an annual operating budget of $93 Million. It also includes management of the Child Welfare Services New System (CWS-NS) Project, which is identified by CalTech as one of California’s top ten largest IT projects. The estimated CWS-NS project budget is approximately half a billion dollars, and the resulting new system is being developed to modernize and transform California’s ability to provide child welfare services.
  • Oversees the development and implementation of sensitive, complex and critical automation policies and procedures, and the development of processes, standards, and procedures to develop, maintain, and operate Project systems more efficiently and effectively. Ensures timely and cost-effective system implementation and operation and continually evaluates processes for future policy and procedure revisions.
  • Represents the CATS Division with stakeholders, including state and federal and county government agencies, vendors and users of the systems. Manages stakeholder involvement in the projects and ensures timely and complete communication of status and issues. Testifies at legislative hearings for the CATS Division. As a member of the OSI executive management team, participates in planning and policy development for the Office, and assists the Directorate in formulating policy that directly impacts OSI.
  • The Deputy Director's scope of work includes managing stakeholder involvement and representing OSI with the Legislature, governmental, public, and private agencies as well as testifying in legislative hearings. The CATS Division IT systems are used by tens of thousands of county child welfare workers who protect the health and safety of California’s vulnerable and at risk children. As such, the projects are subject to significant public, media and legislative scrutiny. The incumbent must understand the criticality of the relationships between budgets/fiscal operations and all aspects of administrative operations, e.g., development of complex spending plans, tracking of critical contractual term dates, creation of successful Feasibility Studies and Budget Change Proposals, and Legislative analyses of proposed legislation.
  • MINIMUM QUALIFICATIONS
    Applicants must meet the following minimum qualifications:

    Either I
    Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

    Or II
    Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

    Or III
    Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

    Or IV
    Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

    KNOWLEDGE AND ABILITIES
    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
    (1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

    (2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    DESIRABLE QUALIFICATION(S)
    KNOWLEDGE OF:
  • OSI’s policies, strategies and operational needs, management style, and a general understanding of the IT needs of the projects in the OSI portfolio.
  • State of California and OSI stakeholders’ business needs and their organizational, political, administrative, and fiscal environments to understand potential impacts of issues and parameters of potential solutions.
  • Best practices in IT management, including: project management; service-level agreements; risk assessment and mitigation; facilitation and negotiation techniques to promote collaboration among diverse groups; managing scope, strategies, tasks, critical milestones, schedule, budget, technologies, roles and responsibilities of all parties in the administration of contract terms and conditions; state budget/fiscal processes for IT projects; state and federal control agency requirements for project approval and oversight.
  • Federal guidelines, state expenditure reporting, and generally accepted accounting practices; good financial business practices and analysis.
  • ABILITY TO:
  • Represent the department in meetings with control agencies, external customers, suppliers, and vendors.
  • Anticipate and manage complex budget and financial issues to ensure uninterrupted support to the Project.
  • Achieve departmental and project goals and objectives in a timely and cost-effective manner.
  • EXAMINATION INFORMATION
    A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CATS Deputy Director, with the OFFICE OF SYSTEMS INTEGRATION. Applications will be retained for twelve months.

    1. The examination will consist of a screening committee who will evaluate each candidate’s application, resume, and Statement of Qualifications. The screening committee will independently rate each applicant’s qualifications, experience and education for the position, against specific job-related evaluation criteria developed from the minimum and desirable qualifications. Based upon the screening committee’s evaluation of the competitive group, interviews may be conducted with only the most qualified candidates.

    2. A Statement of Qualifications is separate from the application and resume. It is a narrative discussion of how the candidate’s experience, education, training, knowledge, skills, and abilities as they relate to the information contained in the Position Description and the Desirable Qualifications in this bulletin. The Statement of Qualifications must not exceed three pages in length. The Statement of Qualifications will also serve as a documentation of each candidate’s ability to present information clearly and concisely in writing.

    3. The Statement of Qualifications must provide specific examples and experience to the following items:

  • Experience in the formulation, operation and / or evaluation of departmental policies.
  • Knowledge and experience in the State’s budget / fiscal arena including testifying at Legislative and budget hearings.
  • Strong management and leadership skills.
  • Experience leading and managing organizational change including the ability to develop and maintain effective teams and build staff capacity.
  • Experience developing and maintaining effective working relationships with executives, managers and staff from diverse program areas that includes representatives from all levels of government.
  • Knowledge and successful experience developing and managing complex project plans for large-scale IT projects that involve public and private partners and multiple funding sources.
  • Defining roles and responsibilities of technical staff, developing staffing plans and serving as the OSI executive decision-maker with identifying alternative solutions.
  • Determining and directing strategy on highly complex, large procurement efforts that require significant planning and vendor negotiations.
  • Providing oversight and management of the entire acquisition lifecycle for IT projects to ensure consistency and continuity in managing large scale IT procurement efforts.
