POSITION DESCRIPTION
Under the general direction of the Deputy Director, Division of Facility Planning, Construction and Management, the Associate Director, Capital Planning and Project Services Branch formulates and implements statewide policies regarding Capital Outlay project planning, budgeting and financing, contract administration and procurement, reporting, and auditing for the California Department of Corrections and Rehabilitation (CDCR). The Capital Planning and Project Services Branch is active in all phases of a project/facility life cycle. The Associate Director is the fiduciary manager of funds requested by the Department and entrusted to its staff by the Legislature, Department of Finance (DOF), or other controlling entities for the purposes of implementing the facility and program requirements of CDCR. Policies generated by this position are of particular interest to the public, media, legislature, and courts.

Responsibilities include:

• Providing administrative direction for Capital Outlay project planning, including the development and management of the Department’s Five-Year Plan and Master Plan, which provide the strategic blueprint for the Department’s acquisition, design, operation, renovation, management, and disposition of all real estate assets, both state-owned and leased; developing policy for master planning of facilities, including analysis and determination of “highest and best use” of the state's real estate; developing internal policies for management of the state’s facility planning process; providing recommendations and assistance to all department entities, or customer organizations, in the development of the Department’s Master Plan related to all department state-owned properties and the elements of the Program’s plan to meet those objectives; evaluating client requirements; analyzing project costs, market conditions, contract terms, and relevant laws and regulations in determining the most appropriate plan for meeting departmental objectives; resolving policy conflicts amongst departmental entities engaged in master planning activities; and providing policy advice to executive management, DOF, the Governor's Office, and the Legislature on proposed legislation and/or department and state-wide initiatives that may impact the Department’s Master Plan.

• Providing administrative direction for the budgeting and financing of Capital Outlay projects for the Department; maintaining oversight of all capital and special repair budgets associated with capital outlay, and minor and major repair appropriated to the Department; contributing to the development of the Governor's Capital Outlay Budget and directing departmental efforts for Capital Outlay Budget Change Proposals; responding to the requirements of Finance Letters on behalf of the Department; managing all bond functions with the State Treasurer’s Office, Pooled Money Investments Board, State Public Works Board (PWB) and other controlling entities; ensuring the accurate financial reporting and administration of all newly authorized bond-funded projects; managing timely and accurate submittals to the Joint Legislative Budget Committee for the Department; directing coordination efforts with CDCR accounting and budget staff on all fiscal matters; establishing “best practices” fiscal standards that maximize taxpayer investments and/or bondholder returns; providing a full and public accounting of expended funds and ensuring the continued fiscal viability of state-owned and leased facilities; and establishing and maintaining a cost-efficient, technology-driven process for contract and project-related cost accounting and disbursements.

• Providing administrative direction for contract administration and procurement processes necessary to implement the Department’s Capital Outlay and Special Repair plans; managing the public works contracting process for the Department; developing contract requirements, directing contract negotiations, and ensuring contract compliance; managing procurement functions for capital outlay projects utilizing the Inmate Ward Labor program as the sole equipment/supply provider; ensuring the most effective and efficient means for procuring goods and services through exceptional customer service, innovative processes, and sound business practices; and ensuring services are provided in a professional manner within the guidelines, rules, regulations, and laws that govern acquisition processes for the state of California.

• Communicating regularly on behalf of the Department regarding its Capital Outlay efforts with the Governor’s Office, Legislature and Legislative committees and staff, CDCR administrators, superintendents and wardens, PWB, State control agencies, and the media; overseeing administrative support services for the Division; serving as acting Deputy Director in his/her absence; and performing other duties as required.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. Ability to analyze complex problems and recommend effective courses of action; make independent, sound, ethical decisions regarding highly sensitive matters; and maintain confidentiality.

2. Demonstrated abilities in communicating effectively both orally and in writing; and developing cooperative working relationships with peer managers, state/federal regulatory and enforcement agencies, the Governor’s Office, Legislative and Executive Branch members, city/county elected officials, DOF, PWB, and control agencies.

3. Demonstrated experience with the state of California's Capital Outlay project planning, which encompasses acquisition, design, operations, renovation, management, and disposition of real estate.

4. Demonstration of sound executive and personnel management leadership skills, flexibility, and practices for providing executive advice, consultation and decision-making to departmental management.

5. Experience in performing high administrative and policy influencing functions in budgeting and finances of capital and special repair budgets associated with Capital Outlay minor and major repairs, and the development of the Governor’s Capital Outlay Budget.

Supervisory/administrative experience in a managerial capacity at least equivalent to a Staff Services Manager III; Correctional Administrator, Department of Corrections; Deputy Regional Administrator; or Youth Authority Administrator, including the implementation and/or evaluation of program policies. Experience which shall have demonstrated the ability to communicate with legislators, local governmental jurisdictions, and community and civic leaders. Experience in the development and implementation of policies and procedures.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Associate Director, Capital Planning and Project Services Branch, Division of Facility Planning, Construction and Management, with the CORRECTIONS AND REHABILITATION, DEPARTMENT OF . Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a review by an executive screening committee of the candidates’ Statement of Qualifications that describes their experience, knowledge, and abilities as they relate to the desirable qualifications identified in the bulletin, using predetermined evaluation criteria.
