POSITION DESCRIPTION
Under the general direction of the Deputy Director, Quality Management, California Correctional Health Care Services (CCHCS), the Associate Director, Quality Management and Statewide Patient Safety Officer provides innovative program development and administration for the statewide Quality Management and Patient Safety Program. Provides leadership, guidance, and direction to all Branch and Regional Quality Management staff assigned quality management initiatives and ongoing efforts to define, measure, evaluate, and monitor health care delivery processes and quality improvement efforts. Provides executive management, consultation, technical assistance, and guidance for the statewide Patient Safety Program; serves as advisor to the Receiver and executive staff on quality management and patient safety concerns and initiatives.

Duties include, but are not limited to:

Provide direction, management, technical assistance, and guidance to staff engaged in statewide quality improvement work and special quality improvement projects; organize, plan, and direct subordinate managers and health care specialist engaged in analysis of performance trends from multiple sources, including statewide performance metrics, reports from independent experts and other stakeholder groups, findings from professional practice reviews and root cause analyses, and other relevant data. Oversee the development of performance metrics and tracking systems for identified performance measures. Validate data submitted by institutions using statistically valid methods and assist institutions in resolving any data reliability problems. Manage and coordinate the compilation and timely submission of status reports to stakeholders which may include the federal court, members of the Legislature, the Office of the Inspector General, control agencies, and other interested parties.

Guide an interdisciplinary team of regional health care executives in developing remedial plans in alignment with the organization’s mission, strategic goals, policies and procedures, and care model. Provide leadership and direction to Regional Quality Management staff involved in reviewing performance data on an ongoing basis to identify areas that are persistently problematic for individual institutions and verify whether current improvement activities adequately address problem area. Conduct complex and detailed data analysis to better understand quality problems, which may include design of new performance measures and data collection tools, or breaking down existing data sets into greater detail.

Provide executive management, consultation, technical assistance, and guidance for the statewide Patient Safety Program; serves as the primary advisor to the Receiver and executive staff on patient safety concerns and initiatives. Organize interdisciplinary and inter-agency policy discussions and initiatives to ensure that medical, nursing, dental, mental health, allied health, and other health care delivery system services adhere to evidence-based guidelines and industry best practices, and are timely, appropriate, and otherwise safe for the California Department of Corrections and Rehabilitation (CDCR) inmate-patients. Develops statewide patient safety standards, policies, and procedures. Participates as an executive leader in promoting an organizational culture that supports continuous improvement and patient safety, and actively identifies and seeks remediation of contraindicated policies, processes, and practices. Coordinates the establishment of an annual Patient Safety Plan, with input from all levels of the organization; in collaboration with the Statewide Patient Safety Committee, implements initiatives to prevent harm to inmate-patients and improve the quality and reliability of health care processes.

Establish and maintain cooperative working relationships between the Quality Management Section and the Regional Offices and its client programs and agencies, the federal court, the Legislature, representatives of the Governor’s Administration, CDCR, Bureau of State Audits, Office of the Inspector General, and Attorney General’s Office executive management. Facilitates collaborative relationships with state and local agencies, community providers, other correctional systems, academic partners, health care and quality improvement organizations, and other stakeholders.

Collaborate with the Administrative Branch Units of the Department to complete required documents and administer appropriate policies and procedures including Human Resources, Budgets, Contracts, and Information Technology Branch. Participates in conferences, meetings, hearings, and presentations involving problems or issues of considerable consequences or importance. Acts for the Deputy Director in his or her absence, as needed.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Demonstrated experience in quality improvement principles, practices, and procedures.

Strong management and leadership skills, particularly in the area of policy and program direction, and demonstrated ability to monitor workloads and accomplish stated objectives.

Experience in the formulation and implementation of policies, procedures, and programs related to quality improvement.

Experience in strategic planning, budget management, and program evaluation.

Knowledge of selection of performance measures and quality improvement processes and models (Total Quality Management, Lean Six Sigma, Root Cause Analysis, etc).

Knowledge of CCHCS' organization, goals, functions and policies; and an understanding of state administrative, legislative and budgetary procedures, and current management trends, including customer service, business organization and operations, and project management.

Ability to communicate effectively, both orally and in writing, and to interact effectively with Legislators, law enforcement, and other governmental agencies, advocacy groups, community and civic leaders, departmental managers, staff, and the public.

Supervisory/administrative experience in an executive capacity, including the execution and or/evaluation of program policies. Experience which demonstrates the ability to implement policies and procedures.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Associate Director, Quality Management and Statewide Patient Security Officer, with the CALIFORNIA CORRECTIONAL HEALTH CARE SERVICES. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination process will consist of an evaluation of your application and statement of qualifications by a screening committee. If you meet the requirements stated in this bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described on this bulletin will be compared with the performance of others who take this test, and all candidates who pass will be ranked according to their scores.
