POSITION DESCRIPTION
Under the general direction of the Deputy Director for Maintenance and Operations, the Chief, Division of Traffic Operations works in partnership with local agencies to use the latest technological innovations and practices to manage a safe and efficient transportation system. The activities managed within the Division include Traffic Safety; Strategic Highway Safety Plan; Signs and Delineation; Intelligent Transportation Systems Projects and Standards; Truck Services and Oversize/overweight Truck Permits; Encroachment Permits; Outdoor Advertising; System Management Operations and System Management Planning. Responsibilities include:

• Develops policies and strategic plans to coordinate all phases of the District’s traffic safety and operations activities to reduce traffic congestion and improve safety.

• Develops policies leading to a proactive safety program based on the American Association of State Highway and Transportation Officials (AASHTO) Highway Safety Manual and other resources. • Develops policies to monitor safety performance including improving the Department’s Traffic Accident Surveillance and Analysis System. • Develops policies for monitoring traffic performance and providing traveler information on the existing highway system. • Develops policies to improve and recommend operations projects to improve the performance of the existing highway system. • Ensures that all Department assets that are the responsibility of Traffic Operations are included in an inventory, evaluated and improved as needed. Supports the department’s asset management effort. • Ensures efficient and effective use of public funds. • Establishes a Program business plan that supports the Department’s goals, strategic objectives and performance measures. • Leads the streamlining of business operations by requiring regular business process reviews, business process reengineering and automation where needed. • Ensures an effective and efficient organization structure is in place that focuses on delivering improved system performance, coordinating safety and mobility functions and supporting succession planning. • Chairs the Traffic Operations’ Executive Board. The Board approves the Program’s business plan, sets statewide priorities, resolves cross-functional issues and agrees on consistent statewide practices. The Board achieves these goals using consensus where possible. Where consensus is not reached, the Division Chief makes the final decision. • Provides executive leadership of the Strategic Highway Safety Plan implementation to ensure performance improvements are achieved and that coordination with other state departments and with local agencies with the goal of moving toward zero deaths. • Provides executive leadership within the department and with local partners to fully implement the Transportation Management System Master Plan with the goal of improving system performance especially system reliability. • Coordinates with the districts to assure that Project Initiation Documents (PID) are prepared in accordance with the ten-year State Highway Operation and Protection Program (SHOPP) Plan. Reviews and recommends approval of the District’s ten-year SHOPP plan. Establishes priority and performance criteria for projects within Operation’s SHOPP elements. • Approves state signing and striping standards as part of the California Manual of Uniform Traffic Control Devices that is developed based on federal standards and in consultation with local agencies. • Represents the Department with local, state and federal agencies, industry representatives, special interest groups, the Legislature and the public on issues concerned with increasing the throughput of existing transportation systems. • Develops ideas and concepts for safety and operations research improvement projects that contribute to statewide departmental objectives. Ensures that safety and operations research projects are coordinated with local, state and federal agencies.

• Represents the Department and assists in studies with committees and organizations such as the Transportation Research Board, Institute of Transportation Engineers, and AASHTO. • Maintains necessary functional liaison with district staff. Ensures that departmental standards for each of the functional areas of responsibility are consistently and uniformly applied throughout the State. • Advises the Deputy Director for Maintenance and Operations on the full range of complex issues related to the Operations’ Program.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Experience in positions at the Supervising Transportation Engineer, Supervising Transportation Planner; and Supervising Electrical Engineer level.

• Civil or Electrical Engineering License. • A broad and comprehensive knowledge of the Department’s traffic operations roles and responsibilities and state and federal traffic operations policies, guidelines, and standards. • Knowledge in budget development and administration. • Familiarity with federal and state regulations that apply to impact the traffic operations work of the Department and the Department’s mission, goals, programs, and policies. • Demonstrated ability to supervise a multi-disciplinary professional staff, participate in public forums, and represent the Department in traffic operations matters; and serve in a consulting and coordinating capacity with other departmental functional areas statewide. • Demonstrated ability to develop and implement organizational improvements or innovations. • Demonstrated ability to effectively apply logic and creativity in decision-making processes and successfully apply motivational and negotiating skills. • Excellent oral and written communication skills.

In addition, candidates should have completed academic courses work at the university level or equivalent training and experience in supervision and management principles.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Division of Traffic Operations: Headquarters - Sacramento, with the TRANSPORTATION, DEPARTMENT OF.
