BACKGROUND:

CalPERS is a statewide, multi-billion dollar pension fund responsible for providing retirement and health benefits to all State, School and contracting public agency employees and beneficiaries. The position has a particularly critical role in providing strategies and policy direction to the CalPERS Board President on a broad spectrum of investment, retirement, member and benefit issues central to CalPERS primary mission and having a significant impact on all CalPERS programs. The position is responsible for developing policy and program recommendations directly for the President of the CalPERS Board of Administration. In addition, the position ensures the daily operation of the office of the President, acting for, and on behalf of, the President in regard to issues of critical importance to the special duties and responsibilities of the Board President. The CalPERS Board of Administration has the authority and the legal responsibility to make final policy decisions on an array of highly complex issues relating to investment management, retirement and health benefit programs, and corporate governance. The Principal Advisor to the President of CalPERS Board of Administration provides advice and recommendations on a wide range of sensitive and complex policy issues.

DUTIES/RESPONSIBILITIES:

The Principal Advisor provides high-level policy support and expertise to the Board President in the exercise of his responsibilities related to serving as a member of and presiding over the CalPERS Board of Administration. The Principal Advisor advises the President regarding the development and approval of major, complex and highly sensitive pension, health care and investment policies and makes recommendations on specific issues before the Board. The position reviews, analyzes and provides substantive policy assessments on monthly Board agenda materials in preparation for various meetings of the Board and its committees. The Principal Advisor conducts in-depth review and research on issues regarding Board agenda items where questions exist and /or more information is needed to formulate a position. As a policy and program expert, the Principal Advisor prepares oral and written briefs with policy recommendations for the Board President. This position works closely with CalPERS Executive staff and Board staff to ensure effective operations consistent with Board policies and procedures. The Principal Advisor serves as the Board President’s liaison to various constituency and stakeholder groups, employee and employer organizations, representatives of the investment community, and Legislative and Administration representatives in regard to sensitive and complex issues relating to CalPERS programs. The Principal Advisor to the Board President makes presentations and provides pre-meeting briefings and post-meeting summaries; reviews out-of-state travel invitations for compliance with the Board’s travel policies and makes recommendations to the President regarding his or other Board members’ participation in events, and various State and national conferences and meetings. The Principal Advisor manages the Board Services Unit to provide administrative services in support of the Board President’s role. The Principal Advisor completes special projects and represents the Board President on task forces or coalitions to address a wide variety of issues. Occasional travel is required to attend offsite Board meetings and CalPERS-related conferences.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

SPECIAL REQUIREMENTS
Candidates new to CalPERS are required to submit to a Department of Justice criminal history review utilizing Live Scan fingerprinting.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
The Statement of Qualifications (SOQ) must specifically address the desirable qualifications listed below.

1. Knowledge of the California Public Employees’ Retirement System (CalPERS) and its Board of Administration, organizational structure, programs, functions, goals and policies.

2. Experience in an administrative or executive capacity with responsibility for major policy development and project organization (State experience shall typically be at the SSM III level or above).

3. Demonstrated communication skills and experience presenting issues before a wide range of audiences, including a board or similar body.

4. Experience analyzing complex policy and program issues and presenting solutions and recommendations in a clear and concise manner.

5. Ability to gain the confidence and respect of others; ability to represent CalPERS and the Board President in dealings with various constituencies and stakeholder groups who are interested in the activities of CalPERS and the Board of Administration.

6. Knowledge of the CalPERS organization, strategic goals, functions and policies.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Principal Advisor to the Board President, with the PUBLIC EMPLOYEES RETIREMENT SYSTEM. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process will consist of an evaluation of the candidate's application and Statement of Qualifications (SOQ). The minimum and desirable qualifications listed on this bulletin will be used to screen and evaluate the application and SOQ, therefore, it is critical that each applicant include specific information on how his/her background, knowledge, abilities and personal characteristics meet the minimum qualifications and desirable qualifications. The SOQ may also serve as documentation of the candidate's ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ may be the only basis for the candidate's final score and rank on the eligible list.
