POSITION DESCRIPTION
Under the general direction of the Deputy Director, Enterprise Risk Management Division, the Chief of Audits directs and oversees a program of internal audits to assess compliance with prescribed policies and procedures to safeguard of the department's assets. Furthermore, the Chief of Audits oversees audit programs in all divisions as necessary and as required by the Director; works with all divisions on resolving audit issues; provides advice and consultation to all divisions on audit issues; audits field offices across the State; performs department-wide risk analyses; and consults and advises the Deputy Directors on areas that may not be in compliance with the department's policies and procedures.

Directs an external audit program that assesses the accuracy, timeliness, and compliance of registrations and filings of commercial carriers involved in interstate trucking under the International Registration Plan (IRP), and records assessments for underpayments, lienholds and stops for incomplete or inaccurate filings, and communicates results to carriers and department personnel as necessary. Coordinates efforts with other auditors and jurisdictions involved in IRP operations.

Develops and implements new or revised policies related to the department-wide internal controls and directs the operation of programs to evaluate the department's internal activities as well as its business partners' compliance with department guidelines.

Serves as the department's primary contact point for all external auditors, and as the source for response and coordination with Agency, legislature and administration personnel on audit questions, communication, and issues. Serves on special assignments as requested by the Director to develop new programs and other projects as needed; acts on behalf of the Director or Deputy Director, Enterprise Risk Management Division, as requested.

Identifies and determines appropriate human, facilities, and information resource needs to accomplish audit and administrative goals.

Directs and oversees a program of electronic oversight to identify, document and investigate instances of fraudulent activity performed by departmental employees and/or Department of Motor Vehicles business partners. Monitors compliance of business partners and information requesters with agreements authorizing and defining their interactions.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
The Chief of Audits must be thoroughly knowledgeable in all areas under his/her jurisdiction in order to provide the leadership necessary to contribute to achievement of the department’s established mission, goals, and objectives.

The following desirable qualifications are critical factors in job success for this CEA position. You must provide specific examples for each desirable qualification.

1. Describe your knowledge of and experience with governmental and internal auditing standards, requirements, and practices.

2. Describe your familiarity with the laws and programs administered by the Department of Motor Vehicles.

3. Describe your strong personnel management and leadership skills.

4. Describe your demonstrated decision-making ability, including your ability to analyze and solve complex problems and make decisions involving varied levels of ambiguity and risk.

5. Describe your strong interpersonal skills.

6. Describe your ability to effectively communicate complex technical issues both verbally and in writing with all levels inside and outside the Department.

7. Describe your ability to develop and analyze departmental policies as they relate to programs, oversight, and performance evaluations.

8. Describe your demonstrated ability to gain the confidence of the Department’s executive and management staff and provide them with management advice on sensitive and complex issues.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CEA B, CHIEF OF AUDITS, with the MOTOR VEHICLES, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The Standard State Application (STD. 678) and Statement of Qualifications will be reviewed by a screening committee. Using predetermined evaluation criteria based on the minimum and desirable qualifications, applicants will be competitively ranked according to their education, training, experience, knowledge, skills, and abilities.

The department may elect to consider new applicants in addition to those previously screened.

- Must be typed with font no smaller than Arial 10 point.

- Must be no more than two pages in length (one 8 ½” x 11” sheet with print on front and back is considered two pages).

- Must be clearly titled “Statement of Qualifications” at the top of page one.
