POSITION DESCRIPTION
Under the general direction of the Deputy Director, Policy, Accountability and Compliance Branch, the Chief, Audit and Evaluation Division (A&ED), plans, organizes, directs, evaluates, and sets policy for the projects (e.g., audits, program evaluations, special and/or confidential studies, and technical assistance projects including applied research services) conducted by A&ED staff. The Chief, A&ED also provides oversight of the Compliance Review Office to ensure all monitoring activities required under the Workforce Investment Act are performed according to federal and State laws and regulations. The Chief, A&ED, is responsible for assessment of the effectiveness and efficiency of all of the Department’s programs, operations, and systems, including systems of internal accounting and administrative controls that are designed to provide adequate protection of and/or accounting of Department assets, liabilities, revenues, and expenditures; A&ED’s technical assistance to other departmental entities regarding management control systems, conducting focus groups, climate assessments, website evaluations, survey design, and statistical sampling; and coordination of policy implementation to ensure adherence to generally accepted professional standards including, but not limited to, standards published by the United States General Accounting Office and the Institute of Internal Auditors.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
The Statement of Qualifications must specifically address the desirable qualifications listed below. It should be numbered in the same order as listed. Please provide specific examples.

1. Strong management team experience demonstrating leadership, creativity, sound judgment, accountability, and the ability to create and sustain a shared vision for the organization and build trust and effective teams.

2. Demonstrated ability to coach and mentor employees to create a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance.

3. Knowledge of and experience in auditing and evaluating a variety of programs, and administrative and information technology systems; and the ability to apply risk assessment methodologies to determine A&ED project priorities.

4. Demonstrated knowledge of effective policy analysis and policy-setting techniques and strategies.

5. Demonstrated experience in applying appropriate professional standards published by the United States General Accounting Office and the Institute of Internal Auditors in the conduct of audits and evaluations. Obtainment of professional certifications (e.g., Certified Internal Auditor, Certified Public Accountant).

6. Highly developed management and administrative skills, and demonstrated experience in leading an organizational internal audit/evaluation organization.

7. Demonstrated experience with providing guidance for conducting focus groups, climate assessments, and research survey design.

8. Demonstrated capacity to work cooperatively and promote partnerships with a wide variety of departmental staff, other public governmental agencies, and private entities.

9. Demonstrated knowledge of the principles and practices of organizational and fiscal management, the legislative process, human resource administration, and the Department’s Equal Employment Opportunity Program.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Audit and Evaluation Division, with the EMPLOYMENT DEVELOPMENT DEPARTMENT. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a Statement of Qualifications weighted 100%. To obtain list eligibility, applicants must achieve a minimum rating of 70% on the Statement of Qualifications. This examination will consist of a review of the candidates' Statement of Qualifications that describes their education, training, experience, knowledge, skills, and abilities as they relate to the desirable qualifications identified in the bulletin, using predetermined evaluation criteria. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. Candidates who meet the "Minimum Qualifications" will have their Statement of Qualifications rated and successful candidates will be placed on an eligible list. SUBMISSION OF THE STATEMENT OF QUALIFICATIONS IS MANDATORY.

Candidates who do not submit a completed Statement of Qualifications will be eliminated from this examination.

Your performance in the examination described on this bulletin will be compared with the performance of others who take this test, and all candidates who pass will be ranked according to their scores.
