POSITION DESCRIPTION
Under the administrative direction of the Directorate, Department of Motor Vehicles, the Deputy Director is responsible for the administration of the Communication Programs Division, including the formulation and development of policy in order to meet the department's goals and objectives as they relate to the mission critical information services program.

Manages all aspects of the department's customer service programs including the imaging of documents received from customers; the release of information from the department's databases to government requesters, commercial industry, and the public; development of procedures, memos, manuals, handbooks, and other publications for use by employees, industry partners, and the public; and responding to inquiries from the public, Governor's Office, Legislators, law enforcement agencies, courts, and in and out-of-state agencies. This includes directing and coordinating the development, analysis and evaluation of policy, legislation, statutes and regulations that affect the department's Information Services Program.

Directs the work of subordinate managers to ensure effective implementation of departmental policies and programs, and achievement of specific operational goals related to the Information Services Program, Document Imaging, Online Services, and the department's three Call Centers. Formulates objectives, goals and priorities and reports progress periodically to the Directorate. Ensures effective management and maintenance of the department's English and Spanish Internet sites, the employee Intranet and the department's YouTube, Facebook, Twitter and other social networking sites. Through subordinate managers, serves as departmental liaison with the courts, law enforcement, district attorneys, parking and toll authorities, and government agencies that access and update driver license and vehicle registration information on the department's databases.

Makes recommendations and provides assistance to the Directorate regarding the development and implementation of policies and procedures relative to program responsibilities; represents the division on departmental committees, industry or public meetings, and serves as a speaker or panelist.

Responsible for the division's budget development; monitors expenditures to ensure conformance with departmental needs. Reviews the division's training activities and makes appropriate adjustments. Evaluates the division's facilities and equipment needs to ensure efficiency and employee safety. In the event of emergencies, implements emergency operating plans and ensures that priority services and functions continue.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
The following desirable qualifications are critical factors in job success for this CEA position. You must provide specific examples for each desirable qualification.

1. Describe your experience in directing and coordinating the development, analysis and evaluation of policy, legislation, statutes and regulations.

2. Describe your ability to effectively manage a statewide customer service program for a large agency.

3. Describe your demonstrated ability to gain the confidence of the Department’s executive and management staff, and your ability to provide them with management advice on sensitive and complex issues.

4. Describe your knowledge of website methods and management; telephony systems and effective telephone service; document imaging and retrieval systems; and the methods used to produce and distribute information.

5. Describe your knowledge of State and Federal rules and regulations regarding personal privacy and public access to information.

6. Describe your strong personnel management and leadership skills, and your experience directing the efforts of a diverse workforce with a wide scope of public service responsibilities.

7. Describe your knowledge of and experience with budget planning and fiscal accountability.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CEA C, Deputy Director, with the MOTOR VEHICLES, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The Standard State Application (STD. 678) and Statement of Qualifications will be reviewed by a screening committee. Using predetermined evaluation criteria based on the minimum and desirable qualifications, applicants will be competitively ranked according to their education, training, experience, knowledge, skills, and abilities.
