POSITION DESCRIPTION
The Deputy Director of the Medical Board of California is the first organizational level solely responsible for assuring the efficient and effective daily operations of the organization, the delivery of program services and compliance with statutes. The incumbent plans, organizes and directs the activities of the Board's administrative services functions including: the business services office, information systems branch, contracts, budgets and personnel. The Deputy Director has full delegated authority to act on behalf of the Executive Director in the full range of policy and administrative duties. The incumbent independently accepts or proposes alternatives for stipulated settlement which require formal adoption by the Board. Specific duties include and are not limited to: •Acts on behalf of the Executive Director, with full delegated authority over all policy, resource allocation, personnel and licensee disciplinary matters, including approval of legal documents. •Acts as the principal administrator for the Board's programs. Reviews and approves responses prepared for signature by the Executive Director or Board members. Reviews and approves correspondence prepared for signature by the Executive Director or by Board members for the Governor, Legislators, Constitutional Officers, Agency, Department of Finance and Consumer Affairs officials. •Delegates through subordinate managers and supervisors, assignments, program issues and special projects. •Provides guidance and expertise to the Board's managers and staff. •Identifies inefficient and ineffective program operations. •Manages the development of the MBC Annual Report. Identifies and analyzes studies, legislation and various issues affecting the MBC. •Determines and reports the probable impact of studies, legislation and various issues affecting the MBC. •Maintains current knowledge and information about a wide variety of issues and topics which impact or relate to the Board's functions or policies. •Manages and directs the development of the Board's budget, including representing the Board to the Department of Consumer Affairs, Department of Finance, State and Consumers Services Agency and to the Legislature on budgetary matters. •Manages, plans, and directs the activities of the Administrative Services Programs and staff, including the business services office, information systems branch (information technology), contracts, budgets, and personnel. •Develops and implements policies and procedures for the efficient and effective administration of the Board's programs. •Provides information, policies, procedures and recommendations on behalf of the MBC. •Participates in meetings, seminars, workshops and other forums. Represents the Board, including Enforcement and Licensing, in meetings, negotiations, hearings and other forums. •Provides guidance to staff, Board members, professional organizations, licensees and the public with regard to the laws and regulations governing the functions of the Board. •Acts independently to accept or negotiate alternatives for stipulated settlement agreements. •Reviews proposed decisions from the Administrative Law Judge. •Presents stipulated settlement agreements to the Board Members for adoption. •Acts as the liaison between MBC and Attorney General's Office for civil cases. •Reviews draft accusations and statement of issues to ensure action is warranted. Reviews the charges to be filed based on the substantiated evidence. •Approves, denies or proposes alternatives to licensing actions.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
• Managerial Ability -- Possess the ability to manage diverse activities, including planning, organizing and directing a sensitive program. -Strong leadership and management team experience demonstrating an ability to set goals and expectations encourage growth and initiative at all levels, and use sound judgment in managing staff. Experience demonstrating the ability to manage a program in State government, including planning, organizing, and directing program operations, experience in strategic planning, policy development, leadership, supervision and organizational awareness. Experience demonstrating the ability to manage and direct information technology programs.

• Program Analysis Skills -- Experience in analyzing complex program issues or problems and developing policies or specific solutions, and taking the appropriate course of action.

• Communication Skills -- Possess excellent oral and written communication skills demonstrating the ability to be a leader and motivator, use tact and persuasiveness in achieving results; demonstrated ability to deal with a variety of public and private persons and groups in matters of significant political and economic sensitivity. The ability to effectively interact with Executive Management, legislative committees, the public, other State agencies, programs and labor and industry representatives. • Technical Skills -- Practical understanding and demonstrated knowledge of education, information technology applications, examination, enforcement and licensure operations of a regulatory function and the Medical Practice Act. Demonstrated knowledge and understanding of complex information technology systems and/or teleprocessing networks/data processing systems.

• Administrative Skills – Demonstrated knowledge of the activities of a regulatory agency, the Administrative Procedures Act. Knowledge of the budget process, personnel management and business services; must possess a working knowledge of the legislative process.

SCREENING CRITERIA: The Statement of Qualifications must indicate your total years of experience (and official or civil service classification – not your working title) performing each of the activities included in the screening criteria. Some of the factors that will be utilized in the evaluation are: •Education - List degrees obtained and dates received. •Number of years and the type of external contacts (e.g., Legislature, control agencies, etc). List the level, extent, and nature of those contacts. •Years of managerial experience as, or equivalent in level to, Staff Services Manager I. •Years and type of experience: making clear and convincing presentations, representing and speaking for an organizational unit, presenting to those within and outside the office, such as directors, deputy directors, agency heads and other government executives, corporate executives, legislative members and staff, the media, general public and professional groups. •Years and type of experience planning, developing and managing a complex and politically sensitive program. This experience should include responsibility for directing staff involved in extensive interpretation and application of governmental laws, rules and policies. •Years and breadth of experience in strategic planning, analyzing complex program issues, and developing policies or specific solutions. •Years and breadth of experience in the field.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Deputy Director, Medical Board of California, with the DEPARTMENT OF CONSUMER AFFAIRS. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process will consist of an application and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” and Screening Criteria listed above, and may also serve as documentation of your ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications may be the only basis for your final score and rank on the eligible list. Interviews may be conducted as part of the examination process.
