POSITION DESCRIPTION
**This position is located in Oakland.

Under the general direction of the Director of the Department of Industrial Relations, the Chief, Labor Enforcement Task Force (LETF) works to carry out the responsibilities of the position, as follows:

Provides focused management and leadership of the LETF and coordinates with JESF program:

Establishes enforcement targets and schedules for LETF staff ; modifies those targets and schedules as conditions dictate; adds or deletes industries to the listing of those targeted for LETF activities; consults with senior LETF staff to resolve issues as needed; coordinates with the management of the State entities who comprise the LETF as to operational priorities and resource needs ; develops and implements staff training (as needed) to improve productivity.

Reports on the achievements and the barriers to success for the LETF program:

Advises the Director as to the overall effectiveness of LETF operations ; issues timely performance reports validating successful LETF outcomes; determines means by which to improve the effectiveness of the program; prepares monthly fiscal and activity reports for the Director; conveys to interested parties (including the Legislature, oversight agencies, and the public) the results of the program, developing trends, and areas of State law and/or regulations that could be improved in order to achieve increased employer compliance.

Initiates and maintains communications with stakeholder groups serves as lead to carry out the requirements of Assembly Bill 576 (Chapter 614, Statutes of 2013):

Serves as the State’s single point of contact for employer compliance issues; develops relationships with labor law compliance advocacy groups; determines which industries may benefit from targeted outreach activities ; represents the Director in meetings with organized business groups and industrial leaders; is the primary link with the U.S. Department of Labor for enforcement issues.

Other duties as assigned

Public Contact – During the course of work, the incumbent has regular and frequent contact with governmental agencies, high-level members of business and economic development communities, private citizens and appointed and elected officials. These contacts require a high degree of sensitivity and an awareness of the functions and interrelations of various public and private organizations.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Applicants are required to respond to the five Desirable Qualification items below for the Statement of Qualifications. These supplemental items are designed to identify job achievement in specific areas that demonstrate ability to successfully perform at the Chief, Labor Enforcement Task Force (LETF), C.E.A. level.

Responses to the Desirable Qualifications items will be assessed based on predetermined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

The Statement of Qualifications serves as documentation for each candidate's ability to present information clearly and concisely in writing and should be typed and no more than four pages in length.

Make sure your responses are complete, specific, clear, and concise.

Answer each numbered item separately indicating the corresponding item number for each response.

You may include multiple responses on a single page. Include place of employment, pertinent dates, duties performed, etc., when responding to items. In the event that one particular job contained responsibilities applicable to several items, separate the different functions of the job in order to respond to all items completely.

DESIRABLE QUALIFICATIONS

PLEASE RESPOND TO THE FOLLOWING ITEMS:

1. Describe your experience organizing and directing a comprehensive program to provide information and education about labor law compliance. The following details should be included in your response:

Purpose of the program; independence of your actions; communication tools used (television, radio, print media, etc.) to collect and disseminate information; measurements of success

2. Describe your experience presenting information (verbal and written) to a variety of audiences (Legislature, public, media, oversight agencies, stakeholders, etc.). The following details should be included in your response:

Purpose of the information; independence of actions; steps used to gather the information; audience size and composition; measurements of success

3. Describe your experience interviewing or investigating individuals and employers/businesses to raise awareness of labor laws, provide education of labor laws, and discover compliance or non-compliance of labor laws.

Purpose of the interview; independence of action; steps used to screen and identify appropriate employers / businesses for the program; measurements of success

4. Assembly Bill 576 established the Revenue Recovery and Collaborative Enforcement Team Act. The Chief of LETF will participate as the employer and labor law compliance advisor to the team. Describe your experience collaborating with private, state, local, or federal agencies to coordinate strategies and resources in an advisory capacity. The following details should be included in your response:

5. Describe your professional experience that is relevant to the Chief, Labor Enforcement Task Force, C.E.A. position.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CHIEF, LABOR ENFORCEMENT TASK FORCE, with the INDUSTRIAL RELATIONS, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process for the Chief, Labor Enforcement Task Force (LETF), C.E.A. will consist of an application, resume, and Statement of Qualfiications (weighted 100%) conducted by a screening committee.

All interested applicants must file a Standard State application (STD 678), a resume, and Statement of Qualifications.

Applicants are required to respond to the five items in the "Desirable Qualifications" section of this bulletin.

The application and resume must include periods of employment (month/day/year) and civil service classification (not your working title). The Desirable Qualifications listed on this bulletin will be used as the standard to screen the applications.

Interviews may be conducted with the most qualified candidates if it is determined necessary, in order to make a selection. Each candidate will be ranked competitively and notified of their examination results.

Applicants who fail to submit all required documents listed above by the final file date will be eliminated from the examination.

On the Statement of Qualifications, you must list each "Desirable Qualification" item and describe your experience, knowledge and abilities as they relate to the item. You must provide specific examples of each Desirable Qualification factor.

The Statement of Qualifications should not exceed four (4) pages in length with a font no smaller than 10 point.

Your performance in the examination described on this bulletin will be compared with the performance of others who take this test, and all candidates who pass will be ranked according to their scores.
