POSITION DESCRIPTION
Under the general direction of the Director, Enterprise Information Services, the Deputy Director, Enterprise Applications and Maintenance Support has oversight of, and is responsible for, managing and directing the California Department of Corrections and Rehabilitation's (CDCR) enterprise application development, implementation, and operations for the Strategic Offender Management System (SOMS), Business Information System (BIS), and the portfolio of applications supported within Application Maintenance and Support (AMS). The incumbent has broad authority for developing, recommending, and implementing information technology (IT) practices and policies that have significant impact on CDCR programs. The Deputy Director provides leadership, vision, direction, planning, guidance, mentoring, and oversight to subordinate staff; and is the principal policymaker with regards to enterprise application solutions, the implementation and on-going support and maintenance of CDCR's applications, and the prioritization and resource management for application work.

Duties include but are not limited to:

• Ensures all critical business requirements are identified, procured, operated, and delivered in an effective manner ensuring efficiencies and reduced risk for the SOMS, BIS, and AMS portfolio programs. Responsible for identifying and anticipating necessary changes to CDCR processes, policies, procedures, and organization as they relate to SOMS, BIS, and AMS sections. Provides executive level strategy for each anticipated gap between the solution and the Department's business requirements.

• Provides executive oversight for Enterprise Applications to ensure the CDCR SOMS, BIS, and AMS sections meet their respective missions, goals, and operational service level objectives. Provides executive leadership and direction to managers, staff, and project teams through the planning, approval, design, development, release, and operation of applications in the CDCR service portfolio.

• Acts as the primary liaison for CDCR's Technology Projects between the Executive Sponsor, the Steering Committee, and external control agencies; and acts as the Project Director to ensure consistency of message and practical incorporation of user group needs for both headquarters and field business processes solution.

• Works with sponsors, control agencies, and other stakeholders to resolve issues and to manage risks regarding the creation and release of Request for Proposals (RFP), Feasibility Study Reports (FSR), and Special Project Reports (SPR); and is responsible for oversight, compliance, and maintaining expertise in the procurement and documentation required by control agencies for large complex, enterprise application development projects.

• Maintains and executes communication plans, including meeting with the Director, Executive Steering Committee, control agencies, internal and external stakeholders, contractor executives, and staff to facilitate successful development and implementation.

• Obtains input from control agencies to ensure the RFP's, SPR's, FSR's, and Budget Change Proposals are created, released, and awarded according to best state practices without unnecessary delays.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. Extensive experience managing a comprehensive information technology (IT) program focused on application portfolio management including strategic application development, software as a service (SaaS) offerings, business intelligence, business continuity, disaster recovery, cloud computing, project management, policy development, goal setting, and ongoing maintenance and operation.

2. Extensive experience which demonstrates the ability to formulate and implement policy related to statewide IT business processes and programs without interrupting current operations and services.

3. Extensive experience which demonstrates the ability to collaborate with the California Department of Technology regarding IT issues that have a statewide impact.

4. Strong leadership skills and proven ability to plan, organize, and direct multi-disciplinary staff in a complex environment with multiple competing priorities and demands.

5. Extensive experience which demonstrates the ability to perform major policy-influencing functions effectively and contribute to the design and implementation of extensive IT systems that are linked to state, county, and local systems.

6. Knowledge and experience in executive level change management and business process automation, including organizational and cultural change management and internal and external stakeholder management.

7. Knowledge and experience in establishing business partnerships; ability to communicate effectively both orally and in writing with departmental executive staff, legislators, control agencies, and stakeholders; ability to negotiate changes in scope, timeframes, budget, and resources with Executive Steering Committees, control agencies, project sponsors, and business partners.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Deputy Director, Enterprise Applications and Maintenance Support, Division of Enterprise Information Services, with the CORRECTIONS AND REHABILITATION, DEPARTMENT OF . Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

This examination will consist of a review by an executive screening committee of the candidates’ Statement of Qualifications that describes their experience, knowledge, and abilities as they relate to the desirable qualifications identified in the bulletin, using predetermined evaluation criteria.
