POSITION DESCRIPTION
Under the administrative direction of the Director and Chief Deputy Director, the Assistant Director manages all fiscal and other administrative aspects of the Pesticide Programs Division, and manages the Enforcement, Environmental Monitoring, Pest Management and Licensing, and Product Compliance Branches, as well as the County Agricultural Commission Liaison. The Assistant Director serves as a senior member of the Executive Staff and serves as the chief regulatory policy advisor for the Director; works collaboratively with the chief science advisor on the Department’s science-based regulatory process; directs policy in the regulation of pesticides throughout the State; formulates and implements programs, procedures, and policies; assumes responsibility for efficient and uniform administration of law and regulations relating to pesticide enforcement, pest management, and environmental protection; identifies need for new or revised legislation, rules, and regulations; attends and speaks at meetings and conferences; represents the Director on many State and federal advisory committees and represents the Department of Pesticide Regulation in the resolution of sensitive issues with the State, federal, local government and interest groups.

The salary for this position is approved up to the maximum of $12,288.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. History of successful environmental policy negotiation.
2. Resolving environmental compliance issues; particularly those involving one or more competing statutes.
3. Development of innovative science-based environmental protection programs.
4. Demonstrated experience and success in the enforcement of pesticide laws, regulations and policies at the National, State and County level of government with emphasis in pesticide use enforcement, environmental protection and food safety.
5. Demonstrated working knowledge of Federal and State laws governing the regulation of pesticides; the U.S. EPA Office of Pesticide Programs; the California Department of Pesticide Regulation (DPR) including the California County Agricultural Commissioner system.
6. Development and implementation of State regulation or administrative policy; and implement pesticide laws.
7. Management of complex budgetary activities including the negotiation of federal and State funds and the dispersal of resources to local, private and public agencies.
8. Demonstrated leadership, flexibility, and judgment necessary to perform in the capacity of an Assistant Director. Excellent interpersonal/communication skills to interact and communicate effectively with high-level management representatives of federal, state, and local agencies.
9. Knowledge of the organization, mission, goals and objectives of the DPR and the California Environmental Protection Agency (Cal/EPA).
10. Implementation of the operational planning process, including program and administration integration.
11. Knowledge of Environmental Justice principles.
12. Knowledge of project and performance management.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Asssistant Director, Pesticide Programs Division, with the PESTICIDE REGULATION, DEPARTMENT OF. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination process will consist of an evaluation of the candidate’s application and Statement of Qualifications (SOQ). The minimum and desirable qualifications listed on this bulletin will be used to screen and evaluate the application and SOQ, therefore, it is critical that each applicant include specific information on how his/her background, knowledge, abilities and personal characteristics meet the minimum qualifications and desirable qualifications. The SOQ may also serve as documentation of the candidate’s ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ may be the only basis for the candidate’s final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of his/her examination results.

The Statement of Qualifications is a narrative discussion with specific information on how the candidate’s education, training, experience, knowledge, skills, and abilities meet the minimum qualifications, desirable qualifications, and desirable characteristics that qualify them for this position. The Statement of Qualifications serves as documentation of each candidate’s ability to present information clearly and concisely.

This Statement of Qualifications must be typed and no more than two (2) pages in length and discuss the following critical factors:

1. Describe your leadership style including your techniques of organizing and motivating groups and employees; ability to deal effectively with a variety of individuals, organizations, state and federal agencies, and local governments; and ability to articulate management needs and outcomes to staff.

2. Describe your ability and experience in planning, organizing, and directing the work of multi-disciplinary professional and administrative staff, including your ability to manage senior level personnel and hold them accountable to set objectives and standards.

3. Describe a situation when you worked on a policy or regulation with statewide implications. Include how you involved internal and external stakeholders, and used different communication styles to influence those with differing perspectives.

4. Describe how you might balance the need for transparency against competing external interests, especially when there is a possibility of public criticism.

5. Describe a situation when you had to change your point of view or plans in order to take into account new information or changing priorities.
