POSITION DESCRIPTION
Applicants are NOT restricted to the Sacramento area.

Under the general direction of the Deputy Director, Audits & Investigations, the Chief, Investigations Branch, plans, organizes, and supervises the investigation of allegations of fraud and abuse committed by recipients, providers, and related parties who participate in the Medi-Cal Program. The Chief develops and implements innovative solutions to difficult problems involving violations of laws, rules, and regulations governing the delivery of health care by the Department of Health Care Services and evaluates related investigations, audits, and medical reviews for criminal and administrative sanctions. The Chief reviews legislation and legislative analyses prepared by staff, and advises the Deputy Director regarding the impact of legislation. The Chief also assists in the development of the Branch's budget.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

SPECIAL REQUIREMENTS
Must be a current peace officer.

APPLICATION INFORMATION: In completing the Criminal Record Supplemental Questionnaire, you must answer "NO" to the question, "Have your ever been convicted by any court of a felony?" If:

1. The record of such an incident has been sealed in accordance with Penal Code, Sections 851.7, 851.8, 1000.5, 1203.45; or

2. The record of such an incident has been expunged or is expunged pursuant to Health and Safety Code, Section 11361.5, which pertains to various marijuana offenses; or

3. The conviction was under Health and Safety Code, Section 11557 or its successor 11366 when that conviction was stipulated or designated to be a lesser-included offense of the offense of possession of marijuana. However, you must list the conviction if you have received a release (Sections 1203.4 or 1203.4a of the Penal Code or Welfare and Institution Code, Sections 1179 or 1772) or a pardon (per Section 4852.16 of the Penal Code.)

MINIMUM AGE REQUIREMENT: Peace Officers must be at least 18 years of age. Therefore, you must answer item 8 on your application.

CITIZENSHIP REQUIREMENTS: Existing law requires that a peace officer be either a U.S. citizen or a permanent resident alien who is eligible for and has applied for citizenship, except for members of the California Highway Patrol who must be a U.S. citizen. Permanent resident aliens who have not applied for citizenship will be permitted to take the examination, but cannot be appointed to a peace officer class until they have applied for citizenship. Denial of an application for citizenship shall result in termination of employment. In addition, failure to attain citizenship within three years after filing an employment application because the applicant has not cooperated in processing the application for citizenship shall result in termination of employment.

FELONY DISQUALIFICATION: You are disqualified from being employed as a peace officer under Government Code Section 1029 if: (1) you have been convicted of a felony in this State or any other state; (2) you have been convicted of any offense in any other state which would have been a felony if committed in this State; (3) you have been charged with a felony and adjudged by a Superior Court to be mentally incompetent; (4) you have been found not guilty by reason of insanity of any felony; (5) you have been determined to be a mentally disordered sex offender; or (6) you have been adjudged addicted or in danger of becoming addicted to narcotics, convicted, and committed to a State institution. Use of "hard" drugs (e.g., heroin, cocaine, or hallucinogenic) at any time as an adult constitutes disqualification from a peace officer examination.

BACKGROUND INVESTIGATION INFORMATION: If you are successful in this examination, you will be required to complete a background investigation form on which you must disclose (with the exception of the three items listed under "Application Information" above) information on arrests, regardless of conviction, felony and non-felony convictions, and driving violations. The Department of Health Care Services uses the information obtained on this document to conduct a background investigation to determine your suitability to become a peace officer. Information collected for a background investigation after the examination is distinct from that required on the standard application form (STD 678) which is filled out before the examination. You will be required to divulge arrest and/conviction information on the background investigation document that is not required of you when completing the standard Application for Examination.

MEDICAL EXAMINATION: A medical examination is required for all peace officer classifications. The medical examination may include a back x-ray, visual acuity, and color vision tests.

PHYSICAL AGILITY TEST: After one year in California State Service, you may qualify for a $65.00 per month physical agility pay. The physical performance test will be a test of strength, agility, balance, and endurance. Specific descriptions of each physical performance test will be provided to successful candidates prior to the Physical Agility Test.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
•Broad administrative management experience, which has included substantial participation in the formulation, operation and/or evaluation of program, fiscal, and/or personnel management policies.

•Demonstrated leadership and extensive experience in program management and team building.

•The ability to manage a professional law enforcement organization.

•The ability to work successfully with persons at high levels of government, prosecutors, private health care organizations, and industry associations.

•The ability to analyze complex program implementation problems and develop effective courses of action to solve them.

•The ability to serve as a leader in implementing a statewide program.

•Experience in law enforcement with a thorough knowledge of health care fraud.

•Knowledge of the Medi-Cal Program.

In addition, to best serve both our internal and external customers, it is important that our management team understands and is sensitive to the diversity of the people we serve. The composition of our management team should also reflect diversity.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Investigations Branch, with the DEPARTMENT OF HEALTH CARE SERVICES. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination process will consist of a Supplemental Application. Applicants are required to respond to the following six supplemental items. These supplemental items are designed to identify job achievement in specific areas that demonstrate ability to successfully perform at the CEA A level. Responses to the supplemental items will be assessed based on pre determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.

Each applicant for this examination must complete and submit his/her responses to all six supplemental items that follow. Supplemental responses and the application must be postmarked, personally delivered, or received via interoffice mail by the final filing date. APPLICATIONS RECEIVED WITHOUT RESPONSES TO THE SUPPLEMENTAL ITEMS WILL BE REJECTED.

When responding to the supplemental items, FOLLOW THESE REQUIREMENTS:

• Responses must be typewritten or generated by word processing on 8 1/2" x 11" paper.

• Responses must be limited to one page per item.

• Identify each page with his/her full name.

• Responses are to be complete, specific, clear, and concise.

• Answer each numbered item separately indicating the corresponding item number for each response.

SUPPLEMENTAL APPLICATION ITEMS:

1. Describe your leadership ability including techniques of organizing and motivating groups and/or employees, and your ability to deal effectively with a variety of individuals, organizations, state agencies, and local governments.

2. Describe your ability and experience in planning, organizing, and directing the work of professional peace officers and administrative staff.

3. Describe your knowledge of the principles and practices of public administration, organization, management, and enforcement. Include in your response experience in developing and maintaining program integrity, fraud detection and investigation.

4. Describe your knowledge of and experience with the California legislative and budgetary processes, State control agencies, and other governmental entities that are necessary for effective program implementation.

5. Describe an experience that demonstrates your ability to analyze complex problems and recommend effective courses of action.

6. Describe your experience in the health care field, especially any experience in fraud control and enforcement.
