POSITION DESCRIPTION
Under the direction of the Director and Chief Deputy Director of the Department of Industrial Relations, to plan, organize, direct and evaluate all staff services support functions of the Department; to participate in the development, evaluation and implementation of departmental administrative policies; to serve as a key member of the Director's executive staff; and to perform other related duties as-required.

Plans, organizes and directs the activities of departmental staff engaged in information technology; internal audits; personnel management and labor relations; training; safety; project oversight; and, business management, including procurement, contracts, and facilities. Through a subordinate CEA, provides general direction to the fiscal management unit which includes budgets, accounting, and collections. Selects key administrative staff within the Division of Administration and evaluates their performance.

Facilitates delivery of effective administrative services to program units (divisions, boards, and commissions); identifies and analyzes problem in this area and develops solutions.

Serves as a member of the Director's executive management and participates in the development and implementation of departmental policy in relation to departmental program goals and objectives and in the definition of accurate and effective performance measurements.

Represents the Director in relations with the Legislative Analyst's Office, the Department of Finance, the California Department of Human Resources, the State Personnel Board, the State Controller's Office, and Bureau of State Audits on a continuing basis, and other governmental agencies and various public and private organizations as assigned.

Prepares studies and reports relative to departmental operations; identifies potentially cost-effective improvements in administrative areas; and performs other duties as required.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
Applicants are required to respond to the six "Desirable Qualification" items listed below in this section. These items are designed to identify job achievement in specific areas that demonstrate ability to successfully perform at the Chief, Division of Administration C.E.A. level.

Responses to the Desirable Qualification items will be assessed based on predetermined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

The Statement of Qualifications serves as documentation for each candidate's ability to present information clearly and concisely in writing and should be typed and no more than four pages in length.

Responses must be limited to one page per item. (Should not exceed a TOTAL of four pages in length).

Answer each numbered item separately indicating the corresponding item number for each response.

Make sure your responses are complete, specific, clear, and concise.

Include place of employment, pertinent dates, duties performed, etc., when responding to items. In the event that one particular job contained responsibilities applicable to several items, separate the different functions of the job in order to respond to all items completely.

DESIRABLE QUALIFICATIONS:

1. Demonstrate your experience and ability to develop, implement, and evaluate departmental administrative policies and initiatives.

2. Describe your experience in planning, organizing, and directing departmental staff activities in the following areas: information technology; internal audits; personnel management and labor relations; training; safety; project oversight; budgets, accounting, and collections; business management, including procurement, contract, and facilities.

The following details should be included in your response: A discussion of all areas (listed above) relevant to your experience; your role and responsibilities; independence of actions; achievements in these areas and/or measurements of success.

3. Demonstrate your experience and ability to evaluate administrative operations to identify and analyze areas of improvement, review and determine cost efficiencies, and formulate and implement effective solutions.

4. Demonstrate your ability to perform higher level administrative and policy influencing functions which include working effectively under pressure and making higher-level decisions in a fast-paced and changing environment.

5. Describe your experience and ability to achieve program objectives which result in successfully contributing to the organization's mission, vision, and strategic goals.

6. Demonstrate your experience and ability to represent the DIR and establish productive working relationships with other state agencies.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Division of Administration , with the INDUSTRIAL RELATIONS, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination process will consist of an application and resume and Statement of Qualifications. evaluation conducted by a screening committee. All interested applicants must file a Standard State application (STD 678), a resume, and a four page Statement of Qualifications.

Applicants are required to respond to the six items in the "Desirable Qualifications" section of this bulletin.

The application and resume must include periods of employment (month/day/year) and civil service classification (not your working title). The Items in the Desirable Qualifications section listed on this bulletin will be used as the standard to screen the applications.

Interviews may be conducted with the most qualified candidates if it is determined necessary, in order to make a selection. Each candidate will be ranked competitively and notified of their examination results.

Applicants who fail to submit all required documents listed above by the final file date will be eliminated from the examination.

On the Statement of Qualifications, you must list each Desirable Qualification Item and describe your experience, knowledge, and abilities as they relate to the item.

The Statement of Qualifications should not exceed four pages in length with a font no smaller than 10 point.

If you meet the requirements stated in this bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described on this bulletin will be compared with the performance of others who take this test, and all candidates who pass will be ranked according to their scores.

The INDUSTRIAL RELATIONS, DEPARTMENT OF reserves the right to revise the examination plan to better meet the needs of the service if the circumstances under which this examination was planned change.
