POSITION DESCRIPTION
Under the administrative direction of the Financial Information System for California (FI$Cal) Project Director, the FI$Cal Deputy Project Director, Organization Change Management (CEA 3) fulfills substantial leadership responsibilities for a project of significant scope, complexity and sensitivity. The FI$Cal Project is a collaborative partnership between the Department of Finance, the State Controller's Office, the State Treasurer's Office and the Department of General Services to replace California's aging financial management systems and improve business processes by implementing a statewide integrated financial and administrative management system utilizing Enterprise Resource Planning (ERP) software.
The Deputy Project Director, Organizational Change Management has a major responsibility for the development and implementation of policies relevant to the successful implementation and acceptance of the project. These policies will impact all state departments in the management of the state's annual budget expenditures of hundreds of billions of dollars. The project will focus on the areas of budgeting, accounting, procurement and cash management and will both modernize systems as well as transform the business processes of the state. In this capacity, the Deputy Project Director, Organizational Change Management will be responsible for the following: Lead the change management team and direct the creation and delivery of the change management and communication plans. Responsible for policy development for the change management program. Lead Project teams in providing solutions to address organizational change management and training issues related to: business transformation, strategy alignment, executive capability building, executive alignment, staff capability, staff alignment, and culture change. Lead the development of training needs assessments and plans, the design of skills and competency-based training curriculums, assess training organization effectiveness and design learning strategies, including the integration and use of eLearning as well as the design of post training performance that supports learning strategies. This position will be responsible for the creation of the FI$Cal Training Center (Center for Excellence) and will lead the effort of consolidating the financial management occupational groups including identifications of competencies, exams, and skills-based certification authority.
MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:
Either I
Must be a State civil service employee with permanent civil service status or who previously had permanent status in the State civil service.
Or II
Must be a current or former employee of the Legislature, with two or more consecutive years as defined in Government code § 18990.
Or III
Must be a current or former non-elected exempt employee of the Executive Branch with two or more consecutive years (excluding those positions for which salaries are set by statute) as defined in Government Code § 18992.
Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.
KNOWLEDGE AND ABILITIES
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
CEA Level 1. Supervisory/administrative experience in a line or staff activity, including the execution and/or evaluation of program policies.DESIRABLE QUALIFICATION(S)
CEA Levels 2 and 3. Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Levels 4 and 5. Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management. Where high technical professional qualifications are of primary importance in performing the duties of a given CEA position, then the above required experience may have been in a staff capacity exercising professional skills to influence and contribute to program, policy, and methods of providing those professional services. Primary examples are medical doctors and attorneys.
Applicants must demonstrate the ability to perform leadership and administrative policy influencing functions effectively and plan, coordinate and direct the work and daily operations of the FI$Cal Organizational Change Management Team. Such overall ability requires possession of most of the following more specific knowledge and abilities: • Demonstrated project management, leadership and mentoring capabilities • Principals and practices of organization change management. • Principals, methods, techniques, and tools for the effective management of projects from initiation through implementation. • Coordinate and integrate the work of multiple organizational segments, working groups and different project • Execute and alter change management plans based on results of measurements (e.g. change readiness surveys) as well as project results. • Apply change management methodology, knowledge, skills, tools, and techniques to transformational projects to enable project success. • Expertise in developing implementing an organizational change management program. • Demonstrated negotiating skills. • Knowledge of matrix organization. • An understanding of the FI$Cal Project vision, organization, goals and objectives, scope and approach.
In executing these duties and responsibilities, the Deputy Project Director, Organizational Change Management must demonstrate well-developed leadership qualities. These qualities can be summarized as follows:

examination results.
The result of this examination will be used only to fill the position of Deputy Project Director, Organizational Change Management, FI$Cal Project, with the FINANCIAL INFORMATION SYSTEM FOR CALIFORNIA.
