POSITION DESCRIPTION
Pending DOF Approval.

Under the administrative direction of the Director, and general direction of the Assistant Deputy Director, Health Plan Oversight, the Chief Actuary, C.E.A will serve as the actuarial advisor to executive management regarding the financial structure of health plans and related actuarial and statistical historical and emerging trends; monitor health plans for compliance with premium rate review laws, rules, and regulations and advise the Director accordingly; represent the Department statewide before the Legislature, State agencies, committees, subcommittees, task forces, insurance association work groups, other stakeholders, and the public. Perform the highest skilled actuarial work including the most complex and extensive actuarial and statistical computations; advise the Director on the financial structure of various health plans resulting from actuarial and statistical data collected; develop and review legislation impacting actuarial work; review financial statements, actuarial reports, valuation data, and premium rate review findings submitted by subordinate actuarial staff; and plan and direct the work of the Rate Review Unit's actuarial and support staff.

MINIMUM QUALIFICATIONS
Experience: Broad and extensive experience in actuarial work, at least five years of which shall have been in one or a combination of the following:

1. In a responsible governmental position involving the supervision and regulation of the actuarial practices of insurance companies; or

2. As an actuarial officer of a legal reserve life insurance company. (This experience must have been in a position equivalent to that of a senior actuarial officer who has responsibility for direction of an actuarial department and for formulation of actuarial policies and practices in a company with assets of approximately $10,000,000.) or

3. As an actuary in general consulting practice. and Education:

Either

1. Equivalent to graduation from college, preferably with specialization in mathematics. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) or

2. Possession of a fellowship in the Society of Actuaries.

KNOWLEDGE AND ABILITIES
Knowledge of: Insurance principles and actuarial science; legal principles as applied to insurance policy contracts; financial structure of various types of insurance companies; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

Ability to: Make complex and extensive actuarial and statistical computations; appraise accurately the financial structure of insurance companies from actuarial and statistical data presented; write clear and concise reports; analyze situations accurately and adopt an effective course of action; effectively contribute to the Department's affirmative action objectives.

DESIRABLE QUALIFICATION(S)
1. Demonstrated ability to plan, organize and direct a highly sensitive actuarial program and ensure successful outcomes through a multi-disciplinary team.

2. Demonstrated experience with the formulation and implementation of policies, procedures, and program administration in the attainment of program goals.

3. Extensive knowledge of the principles and techniques of the actuarial practices of insurance companies; particularly with health insurance companies.

4. Demonstrated ability to analyze data, making connections between cause/effect and identifying patterns or trends, and then recommending effective courses of action.

5. Demonstrated ability to participate with executive management in the successful implementation of highly sensitive projects with cross-program impacts.

6. Demonstrated experience in effectively communicating highly technical/complex subject matter while advising, consulting, giving presentations (both planned and impromptu) and making recommendations to non-technical executives, policy makers, special interest groups, and other stakeholders in managed health care.

7. Demonstrated ability to make independent, sound, ethical decisions regarding highly sensitive matters; while maintaining data security and program confidentiality.

8. Demonstrated ability to make critical and timely decisions in difficult or ambiguous situations, exercising sound judgment and reasoning before acting.

9. Knowledge of the California health care industry.

10. Possession of a fellowship in the Society of Actuaries.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief Actuary, CEA, with the DEPARTMENT OF MANAGED HEALTH CARE. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position.

The examination procedure will consist of an applications screening process conducted by a designated screening committee. The screening committee will compare each applicant's qualifications for the position against specific job-related evaluation criteria developed from the minimum qualifications and desirable qualifications. Therefore, it is critical that each applicant includes specific information on how his/her background, knowledge, and abilities specifically meet the minimum qualifications and desirable qualifications.
