POSITION DESCRIPTION
Under administrative direction of the Chief Deputy Director of the Department of Rehabilitation, the Assistant Director, Legislation and External Affairs, in a highly sensitive arena, implements, and manages the Department of Rehabilitation's (DOR) legislative affairs, constituent activities and external affairs programs, and supervises subordinate staff. The Assistant Director, Legislation and External Affairs serves as the principal consultant, policy advisor and technical expert on legislative, constituent and public affairs issues to the Director/Chief Deputy Director, and serves as the designated spokesperson, liaison, and representative before the Legislature, legislative committees, legislators, other state agencies, local government, stakeholders, the media and the public.
The Assistant Director, Legislation and External Affairs, is responsible for providing guidance, direction, and executive leadership to the DOR management and staff regarding the department's legislative program and the department's public information consumer response and outreach programs to ensure the success of these critical areas for the department.
MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:
Either I
Must be a State civil service employee with permanent civil service status or who previously had permanent status in the State civil service.
Or II
Must be a current or former employee of the Legislature, with two or more consecutive years as defined in Government code § 18990.
Or III
Must be a current or former non-elected exempt employee of the Executive Branch with two or more consecutive years (excluding those positions for which salaries are set by statute) as defined in Government Code § 18992.
Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.
KNOWLEDGE AND ABILITIES
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
CEA Level 1. Supervisory/administrative experience in a line or staff activity, including the execution and/or evaluation of program policies.DESIRABLE QUALIFICATION(S)
CEA Levels 2 and 3. Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Levels 4 and 5. Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management. Where high technical professional qualifications are of primary importance in performing the duties of a given CEA position, then the above required experience may have been in a staff capacity exercising professional skills to influence and contribute to program, policy, and methods of providing those professional services. Primary examples are medical doctors and attorneys.
• Demonstrated experience to communicate effectively, orally and in writing, with representatives of all levels of government, the public, and the Legislative and Executive Branches
• Demonstrated experience to proactively develop media events, anticipate media issues and respond to media issues
• Demonstrated experience of the Executive Branch external affairs protocols and procedures
• Demonstrated experience to develop cooperative working relationships with stakeholders and the media
• Demonstrated experience in the analysis of complex problems and ability to recommend effective courses of action
• Demonstrated experience to develop, prepare and review legislative reports
• Demonstrated extensive knowledge of the state and federal legislative process
• Demonstrated experience in the review and development of legislative proposals
• Demonstrated knowledge of principles & practices of policy formulation & development
• Demonstrated experience in testifying in front of legislative entities
• Demonstrated ability to advocate on behalf of the department with stakeholders and others
• Ability to function as part of an executive management team to plan, develop, and implement department policies and priorities
• Ability to effectively negotiate legislative positions with stakeholders and legislative staff and members
• Ability to appreciate the abilities of individuals with disabilities to live independently and become contributing members of California
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will be emphasized in competitively evaluating each candidate:
1. Demonstrated knowledge of the Department’s mission, organization, goals, functions and policies as well as how they interact with those of service and governmental programs.
2. Knowledge of the federal and state regulations that apply to and impact the work of the Department and the department’s mission, goals, programs, and policies.
3. Knowledge of federal vocational rehabilitation programs and other service and governmental programs that affect people with disabilities and their employment.
4. Familiarity with DOR’s major programs including, Employment Services, Blind Enterprise Program, Independent Living, Order of Selection, and Vocational Rehabilitation Services.
5. Familiarity with the specific issues surrounding the rights, opportunities, access and employment outcomes for persons with disabilities.
ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES: The Assistant Director, Legislation and External Affairs must have the necessary skills and abilities to develop, implement, and monitor departmental policy relative to the administration of DOR’s legislation and communication programs at the state and local level and effectively communicate with the Governor’s Office; Legislature, other high-level state, federal, and local officials and department managers. The Assistant Director must have knowledge of the organization and goals of programs within the DOR and other local organizations.

conducted with the most qualified candidates. All candidates will receive written notification of their
examination results.
The result of this examination will be used only to fill the position of Assistant Director, Legislation and External Affairs Office, with the REHABILITATION, DEPARTMENT OF.
