POSITION DESCRIPTION
Under the general direction of the Director, Public Safety and Communications Office (PSCO), the Deputy Director, Telecommunications Governance and Service Division is responsible for managing the marketing and development of communication solutions to business requirements for public safety agencies throughout California, including cities, counties and State agencies. The Deputy Director develops and manages business planning activities to accomplish strategic goals and objectives for the radio, microwave and 9-1-1 and public safety communications programs statewide, while establishing performance metrics to ensure responsive service to clients.
The Deputy Director is a principle advisor in policy development and oversight that map PSCO’s strategic direction and communications with clients. The Deputy Director develops and implements policy to manage PSCO’s business and tactical plans, track strategic goals and objectives to ensure programs are following strategic direction, and evaluate new communication tools for implementation. The Deputy Director is responsible for directing the activities necessary to transition the PSCO’s client agencies’ business requirements into communication solutions. This includes the development of far-reaching, high-level policies and formulating decisions that impact the PSCO’s clients and citizens throughout California. Clients include over 465 statewide city and county agencies as well as 14 State agencies whose responsibility it is to summon emergency aid in life threatening or disaster situations.
The Deputy Director has a vital role in governance and strategic development for the state’s public safety communications to progress into a statewide public safety network that bridge the future generations of radio communication and 9-1-1. Statewide impact: State agencies served include the California Highway Patrol, the California Emergency Management Agency, California Department of Forestry and Fire, the Departments of Park and Recreation, Transportation, Justice, Corrections and Rehabilitation, Fish and Game, and Water Resources, the California National Guard and the Emergency Medical Services Authority. Local agencies include the 465 Public Safety Answering Points (PSAPs) throughout the state, which include police, fire and emergency medical service centers.
MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:
Either I
Must be a State civil service employee with permanent civil service status or who previously had permanent status in the State civil service.
Or II
Must be a current or former employee of the Legislature, with two or more consecutive years as defined in Government code § 18990.
Or III
Must be a current or former non-elected exempt employee of the Executive Branch with two or more consecutive years (excluding those positions for which salaries are set by statute) as defined in Government Code § 18992.
Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.
KNOWLEDGE AND ABILITIES
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
CEA Level 1. Supervisory/administrative experience in a line or staff activity, including the execution and/or evaluation of program policies.DESIRABLE QUALIFICATION(S)
CEA Levels 2 and 3. Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Levels 4 and 5. Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management. Where high technical professional qualifications are of primary importance in performing the duties of a given CEA position, then the above required experience may have been in a staff capacity exercising professional skills to influence and contribute to program, policy, and methods of providing those professional services. Primary examples are medical doctors and attorneys.
1. Knowledge of the principles, practices, methods, terminology and trends in public safety communications policies, rules and operating practices of governmental agencies such as the State of California Emergency Management Agency and the State of California Emergency Plan.
2. Knowledge of the structure, organization and function of a variety of technology disciplines as well as local, State and federal initiatives and programs.
3. Experience working with control agencies at the State and national level, including standards setting bodies (i.e., the Federal Communications Commission and the California Public Utilities Commission).
4. Experience in project management methodology.
5. Experience in communicating information regarding policy, technology and delivery issues effectively to management, other staff and the public.
6. Experience in managing and prioritizing competing projects, activities and resources.
7. Experience in developing and implementing sensitive projects that involve stakeholders from the public safety sector, including cities, counties and the State.
8. Ability to effectively coordinate the activities of other organizations that have an interest in the success of technology-based service delivery solutions.
9. Ability to mediate differences among stakeholders to arrive at satisfying solutions.
10. Ability to exercise discretion and diplomacy in client interactions.
11. Proven track record of gaining the confidence and trust of individuals in key positions in the PSCO’s client base.
12. Well-developed interpersonal skills and the ability to communicate effectively both verbally and in writing.
13. Knowledge of the State fiscal process, human resources, purchasing rules, and an in-depth knowledge of management and supervisory techniques.

examination results.
The result of this examination will be used only to fill the position of Deputy Director, Telecommunications Governance and Service Division, with the .

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.
EXAMINATION INFORMATION – STATEMENT OF QUALIFICATIONS
This examination will consist of a review of the candidates’ application and Statement of Qualifications by an executive screening committee, using predetermined evaluation criteria. Candidates will be screened on the basis of their background and demonstrated management experience as detailed in the Statement of Qualifications. The Statement of Qualifications may be the only basis for determining your final score and rank on the eligible list.
Interviews may be conducted as part of the examination process. (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)
All applicants will be notified of their examination results. In order to be successful in this examination a minimum rating of 70 percent must be attained. The results of this exam may be used to fill subsequent vacancies in this position if they occur within the next twelve months or an examination may be rescheduled.

Describe the high-level Public Safety policies you developed that were considered sensitive, controversial, and of particular interest to the public, media, and/or legislature.
4. Project Management Experience:
Describe the type of Project Management Experience you possess; focusing on oversight and responsibility in developing and implementing sensitive projects that involve stakeholders from the public safety sector (which includes cities, counties and the State).
5. Managerial & Administrative Experience:
Describe the broad administrative or program manager experience you possess which indicates substantial participation in the formulation, operation, and/or evaluation of program policies. Also, please address your experience working with a wide variety of Executive Management.
The “Statement of Qualifications” must also include a brief description of one or two key accomplishments in the past 12 months.
